NATIONAL PROGRAMME FOR CONTROL OF BLINDNESS
  • India was the first country to launch a National
    Program for Control of Blindness in 1976.
  • State Government of Gujarat started
    implementation of this programme in 1978.
  • Gujarat is committed to reduce the burden of
    avoidable needless blindness by the year 2020,
    adopting the strategy advocated for Vision 2020
    The Right to Sight with the aim To intensify
    and accelerate present prevention of blindness
    activities so as to achieve the goal of
    eliminating avoidable blindness by the year 2020.

  • To reduce the prevalence rate of blindness from
    0.9 to 0.3 by 2020
  • To maintain the CSR above 1300 per 1 Lakh
    population
  • To reduce the prevalence rate of blindness due to
    diabetic retinopathy, glaucoma corneal diseases
  • To reduce the prevalence rate of pediatric
    blindness due to refractive error, congenital
    cataract, congenital glaucoma, corneal
    blindness
  • To make high quality eye care services affordable
    and accessible to each person of community
  • To strengthen primary eye care services, School
    Eye Screening and Eye donation activities by
    developing partnership between government, NGOs
    local community agencies
  • To implement revised Grant In Aid policy for
    NGOs in Cataract, Diabetic retinopathy, Glaucoma
    Corneal Diseases

CATARACT
  • Gujarat has achieved more than 100 of cataract
    surgery since 1997 1998.
  • During the decade of eighties, the total cataract
    operations being performed in Gujarat State were
    only 75000 to 100000 per year. Now it has
    increase to 800000.
  • Gujarat is also achieving the highest Cataract
    Surgery Rate (CSR) per one lack population
    consistently for the last seven years.
  • The CSR has been increase from 383 / lakh
    population in 1994 - 1995 to 1309 in the year
    2012 2013.

School Health Programme
  • Approximately 6 to 7 of children in the age
    group between 6 to 14 years found to be having
    Eye problems.
  • The common causes are refractive errors, Vita. A
    def., corneal opacity, cataract, Glaucoma etc.
  • Govt. of Gujarat has launched and successfully
    doing well in School Health Programme since last
    5 years.
  • This programme is running with the co-ordination
    of primary education department.
  • One teacher from each primary school preferably
    ladies teacher wearing the glass is trained for
    primary eye examination of the school children.
  • In the year 2012 2013, 9455 teachers have been
    trained under NPCB programme.
  • Increase in the number of free distribution of
    quality spectacles from 10000 to 180000 in last
    decade has shown the commitment of paramedical
    non-medical agencies at the grass root level.

Eye Banking
  • Eye donation activities have been also increased
    in last five years.
  • There are 36 registered Eye banks under Human
    Organ Transplantation Act in Gujarat.
  • Every year a fortnight from 25th August to 8th
    September is celebrated for promotion of Eye
    donation campaign.
