Context
  • Multiple standards limits interoperability of
    smart grids, impeding consumer acceptance and
    increasing costs.
  • Innovation and deployment may be constrained
    absent legal and technical frameworks.
  • The National Institute of Standards and
    Technology (NIST) has primary responsibility to
    coordinate development of an interoperability
    framework.

  • Is NIST the most appropriate locus of this
    standards authority?
  • Is it premature to be setting standards?
  • Should other institutions such as IEEE be the
    locus of standards setting?
  • How about the role of other authorities such as
    the Federal Energy Regulatory Commission and
    Federal Communications Commission?
