SOURCES OF FUNDING

• At present
• Allocations from the Government Exchequer account
• Revenues from water use charges the Water
  Trading Account
• Off-budget funding (e.g. Lesotho Highland Water
  Project, Komati Basin Scheme)
• Donor funding (minimal)
• In future
• Objective is to implement the Acts requirements
  without substantial increases in Exchequer
  funding
• Revenues from water use charges will fund water
  management institutions
• Off-budget funding for infrastructure wherever
  possible, but some infrastructure will continue
  to require Government funding
