and extreme poverty? - usually the academic european mesure is based
on 60 or 40 of median income (but the files
are not integrating the isolated poor people,
homeless, people living in institutions) - then conditions of living (9 items in the
European SILC), but is it pertinent ? - then a mixture of indicators
- But the ground organisations see more and more
people living in extreme poverty, that means that

- 2- The use of Reference Budgets to adapt our
views on poverty - the ONPES (National Observatory in France)
decides 3 years ago a survey based on citizens,
in consensus groups, to decide what do they need
to live in dignity and to participate in society - it gives a new way to mesure who are the
deprived persons and families - it is a survey which helps to understand how the
public services are necessary for some basic
social services (local transport, social
housing, school, health system) - People having less that the reference budget
(monetary evaluation) must reduce their
consomptions, they have no choice for
alternative solutions and often suffer from
loneliness and isolation a way to be excluded!
It gives a halo of people living with
deprivations, alternative solutions and other
arrangements (usually bad housing solutions). -

- 3- The people living invisible in the
society - the statistical public systems doesnt not take
into account all the social situations - the opinions are not awarded on some situations
- exemples homeless people, people suffering
from handicaps, people having mental
difficulties, . - WE HAVE to implement new ways to develop the
social observatory, to better organise the links
between material poverty, health problems,
