  • Journey Management Man Lost Procedures
  • Within 3 weeks two serious road accidents have
    occurred. In one case resulting in two fatalities
    and one seriously injured person and in the
    other, a near escape from death. Both accidents
    could have been prevented by proper use of
    Journey Management and Man Lost Procedures. It
    causes great concern to notice that in spite of
    the substantial efforts invested in Journey
    Management and related Man Lost Procedures two
    serious failures occurred in only three weeks.
  • All those involved in transport related
    activities either directly, indirectly or through
    a sub-contract are requested to satisfy
    themselves that they have effective and complete
    Journey Management and Man Lost Procedures in
    place. The following information is provided
    towards this aim.
  • Road safety procedures are set out in the HSE
    Manual. Two principal areas are addressed, those
    governing working hours for drivers and those for
    Journey Management. A system which adequately
    addresses the intent of the HSE Manual would
    include the following provisions-
  • No driver shall work more than a 12 hour period
    (including waiting and standby time)
  • No driver shall drive more than 10 hours in that
    12 hour period
  • Drivers of medium goods vehicles shall not exceed
    4 hours continuous driving before taking a rest
    of 1 hour
  • A minimum of 8 hours uninterrupted rest shall be
    taken between shifts
  • Rest must not be taken in the cab of a vehicle
    unless that vehicle has a cab bunk
  • Maintain a vehicle movement board recording the
    drivers name, number, destination and ETD / ETA
  • Journeys should be planned for arrival at the
    destination before dusk the same day
  • If the journey cannot be completed before
    nightfall the same day, then the drivers
    supervisor shall arrange a staging point where
    facilities for accommodation food exist.

  • Pre-planned rest / stop areas
  • Periodic checks with point of departure or
    arrival
  • No arrival report within 1 hour of the ETA, a
    check shall be made with the destination point.
    If the check is negative, the Man Lost
    procedure shall be initiated.
  • Contractors are requested to satisfy themselves
    that they have effective and complete Journey
    Management and Man Lost Procedures in place.
  • The contents of this safety alert should be
    communicated to all employees via toolbox
    meetings and notice boards
