Recommendations
  • States should ask that EPA allow adjustment of O3
    design values (DVs) to account for actual
    population dose (as allowed for PM design values)
    to eliminate over-regulation of high altitude (gt
    1000 feet) locations
  • Similarly, states should lower O3 monitor inlets
    within allowed 2-15 meter heights above grade to
    adjust DVs to more accurately reflect typical 1-2
    meter above grade population breathing zone
    exposures outdoors
  • States should also ask that EPA allow similar DV
    adjustment (ca. 15) of mandated 10 meter
    CASTNET inlet height O3 DVs to 2 meter values to
    reflect typical population breathing zone
    exposures outdoors
