BACKGROUND
  • The CSS Of VHSE was approved in Sep 2011.
  • Executive order on National Vocational
    Qualification Framework (NVEQF) was issued in
    Sep, 2012.
  • Launch of Pilot on NVEQF across 40 schools in
    Haryana
  • From April 2013, the scheme is subsumed under
    the umbrella of RMSA
  • National Skills Qualification Framework notified
    in Dec 2013
  • The Scheme is revised in Feb 2014.Coverage of
    schools under the Scheme increases to 2035.
  • Sector Skills Council (Education ) notified in
    Oct 2014
  • Credit Framework is launched in Nov 2014

REVISION OF THE SCHEME
  • Introduction of Vocational Education from class
    IX
  • Integration of Vocational Education and General
    Education
  • Factoring in the Financial Costs for engaging the
    industry for training, assessment and
    certification
  • Provision of flexible pool of resources for
    engaging teachers ,resource persons, SKPs,VTPs
  • Convergence of civil works with RMSA
  • Removal of the separate financial norm of
    strengthening existing vocational education
    schools,PTCs and Funding of NGOs.

  • Till date 2035 schools across 24 States and UTs
    have been approved.

  • Curriculum is under preparation for BFSI, Telecom
    , Rubber, Media Entertainment, Gems and Jewelry
    ,Apparel , more job roles in IT, Health care
    Retail
  • Haryana , Himachal Pradesh, Sikkim , Chhattisgarh
    ,Madhya Pradesh, Punjab, West Bengal ,Andhra
    Pradesh ,Uttar Pradesh, Jammu and Kashmir
    ,Karnataka have reported to have implemented the
    Scheme

    additional 6th subject at the secondary level
    and compulsory elective at the higher secondary
    level

DRAFT GUIDELINES FOR PERFORMANCE LINKED INCENTIVE
TO GOVT AIDED AND PRIVATE SCHOOLS
  • Eligibility Criteria Govt. aided and recognized
    private schools.
  • Rs. 6500 per student for successful completion of
    two NSQF levels i.e. Level 2 Level 4.
  • Maximum 100 students per school .
  • 25 of students to be from SC/ST/Minority/OBC/CWSN
    /Below poverty line.
  • 50 of all students to be girls.
  • Rs. 1500 to be provided to the students as cash
    incentive.
  • Details of students to be linked to Aadhar
  • National/ State Boards of Education to be the
    nodal agency for the schools affiliated with
    them.
  • Proposals to be part of Annual Work Plan Budget
    after successful completion of 2 levels by the
    students

  • Boards to assess skills of students in
    partnership with industry.
  • Boards to ensure that school adhere to scheme
    guidelines.
  • 5 of incentive per student to be retained by
    the Board as processing fee.
  • Preference to be given to Govt. aided schools
    located in SFDs, EBBs, LWE districts and those
    with high drop out rate.
  • Funds to be released to the Boards of Education
    through State Treasury .
  • Appropriate tracking of students to be done
    through MIS.
  • 3rd Party monitoring through Independent
    Agencies.
  • 15 of the budget to be allocated to the
    vocational component and incrementally increased.
