STAGES IN DISASTER RESPONSE
  • Phase 1
  • Search and Rescue Phase. Immediate Life Saving
    Stage. Reconnaissance assessment, search and
    rescue, medical aid, delivery of water and
    emergency shelter
  • Phase 2
  • Stablisation Phase. Life preserving activities
    such as ongoing delivery of food aid, development
    of local capacity, assistance with water and
    sanitation, and the construction of emergency
    shelters
  • Phase 3
  • Reconstruction Phase. General recovery stage.
    Rehabilitation and reconstruction aimed at
    community self sufficiency and restoration of
    local/national governance.

    initial period for SAR operation to save life.

    responsibility to International Civil
    organisation.

    humanitarian assistance and disaster mitigation.
  • Military continued assistance after SAR is the
    Host Nations prerogative and decision.

NEED FOR LEGAL FRAMEWORK
  • Signed on 26 July 2005 seeks to provide
    effective mechanism to achieve substantial
    reduction of disaster losses and jointly respond
    to disaster emergencies through concerted efforts
    and intensified regional and international
    cooperation.
  • To ensure preparedness for effective response,
    it requires an ASEAN Standby Arrangement, on a
    voluntary basis, Parties shall identify and
    earmark assets and capacities which may be made
    available and mobilised for disaster relief and
    emergency response.
  • The SOP guides the actions of Parties
  • 1) Regional standby arrangement for disaster
    relief and emergency response
  • 2) Facilitation and utilisation of military and
    civilian assets and capacities
  • 3) Methodology for periodic conduct of ASEAN
    regional disaster emergency response simulation
    exercise (ARDEX).

  • CIVIL MILITARY COORDINATION
  • Essential dialogue and interaction between
    civilian and military actors in humanitarian
    emergency that is necessary to protect and
    promote humanitarian principles, avoid
    competition, minimize inconsistency, and when
    appropriate pursue common goals. Basic
    strategies range from coexistence to cooperation.
    Coordination is a shared responsibility
    facilitated by liaison and training.
