Background
  • Hazardous Material Control Management
    (HMCM) Program established in 1989 by Chief of
    Naval Operations (CNO)
  • Defines uniform policy, guidance and requirements
    for the life-cycle control management of HM
  • Directs that control be established to reduce the
    amount of HM used.
  • Important because of the risks associated with HM
    are greater in a Shipboard environment

Overview
  • CHRIMP both Afloat and Ashore - provides
    processes and services to assist ships and navy
    activities with all aspects of HMCM.
  • Support and services both Afloat and Ashore -
    are provided via CHRIMP Technicians located
    throughout CONUS and OCONUS. CHRIMP Techs maybe
    contractors.
  • Through CHRIMP processes and procedures, the
    quantity of HM ordered, stocked and used is
    reduced to a level that supports operating
    requirements and meets environmental standards.

Objectives (cont.)
  • Establishment of a Hazardous Material
    Minimization Centers (HAZMINCEN) to centrally
    manage all HM.
  • Allow for cradle to grave tracking of HM issued
    by the HAZMINCEN.
  • Eliminate unauthorized/prohibited HM going to
    ships /work centers while reducing procurement
    and disposal costs.
  • Ensure HAZMINCEN personnel are properly trained
    in all CHRIMP processes and offload procedures.

Afloat HMCM Program
  • Hazardous Inventory Control System Windows
    (HICSWIN)
  • used on Navy Surface Ships FFG and larger for
    implementing CHRIMP.
  • Assists operator in the positive control and
    management of HM
  • HICSWIN provides
  • Inventory and shelf-life management
  • A data source for obtaining current SHML
    information
  • Standard reports and data output to meet
    requirements set forth in OPNAV 5100.19 series.

Functions
The CHRIMP Technician may assist with the
following functions and processes onboard Afloat
units
  • HM identification, consolidation, procurement,
    delivery, receipt, stowage, use and offload
  • Monthly T-SHML review to identify prohibited /
    obsolete HM present against T-SHML
  • SHML Feedback Report (SFR) Submittal to NAVICP
  • HM stowage and locker reviews
  • Shelf-life Management
  • Identification of excess/expired HM
  • Offload Process, Inspect/Screen HM for Offload
  • Prepare proper documentation to turn-in excess,
    expired material identified to DRMO, Reuse,
    and/or Disposal
  • Point of Entry (POE) for HM requisitions of reuse
    and BP-28

Functions (cont)
  • Assist posting offload documentation to HICSWIN
  • Review hardware and software (including bar code
    equipment)
  • Conduct MSDS research (HMIRS)
  • Assist in Decommissioning of ships. Identifying
    types of HM for turn-in as BP-28 or Reuse
  • Conduct CHRIMP/HICSWIN Training Classes in
    Norfolk and San Diego.
  • Conduct informal HM Reviews as requested. Items
    reviewed include

  • HM Storerooms
  • 7-day Lockers
  • Spill Kits
