REBIUN Strategic Plan 2003-2006
  • BECAUSE OF ...Libraries Consortia consolidation
as a tool that allows continous improvement of
quality of libraries services through cooperative
    acquisitions and shared services
  • BECAUSE OF...the scientific information prices
increase and the difficulty to cover information
needs, mainly in some knowledge areas where all
the bibliography is controlled by important
editing companies, that behave in a monopolistic
    way.

6
REBIUN Strategic Plan 2003-2006
  • BECAUSE OF ...Competency among universities to
get resources, users and prestige that push them
to enhance quality services through innovation
and change in teaching, learning and research
    systems
  • BECAUSE OF...the new technologies impact in
teaching, learning and research and accordingly
    in libraries
  • BECAUSE OF ...changes in information world due to
the enormous increase in volume and costs and
also concentration of editing companies becoming
    more powerful in the market

CONCLUSSIONS
  • Libraries are expensive. No studies about return
    on investment
  • Libraries are beginning to be worried about costs
    and that will improve management
  • FECYT, REBIUN and Consortia negotiate prices and
services on its own, and that facilitates more
    equal access to resources
  • OAIs and open access journals are spreading along
institutions. Some libraries are helping in
    digital edition
  • Consortia and REBIUN OAIs are starting to move
forward, with financial aid from Institutions
  • At this point, researchers publish in subject
    OAIs mainly REPEC, NEREUS...
  • Spanish University libraries are moving to a new
    model CRAI
  • In spanish libraries, budgets have gone up,
users have gone down but they are using library
services much more intensively, mainly visits and
    digital collection.
  • Access to digital information is possible due to
    central and regional financing.
