  regional Council in Queensland for this client.
• We prepared our usual outstanding documents and
  the client focused heavily on price.
• We were very happy that the Council staff
  recommended our client as the winning tender.

• The process with Councils is that the Council
  staff make the recommendation of the proposed
  approved supplier which then goes to a full
  Council meeting of the Councillors and Mayor
  where it is normally a mere formality that the
  full Council meeting endorses the recommendation
  of the Council staff.
• In this instance though the meeting of the full
  Council rejected the recommendation of its own
  specialist staff and despite our client being
  400000 yes 400k cheaper than a local supplier
  Council decided to award the tender to the local
  supplier.

• Councils rationale was that if the local
  business did not win the tender even though they
  were way more expensive that a lot of local
  people would lose their jobs.
• This despite the fact that in our tender writing
  strategy, we specifically identified that our
  client would employ local people and in fact set
  up an office in the town.
• We were very aware that we needed to cover off
  the buy local campaign.

• Apparently the local supplier had complained to
  Council when it appeared they would lose the
  contract and made a big issue in the local media
  essentially attacking the awarding of the
  contract to an outside company.
• As I mentioned we were very very strong in our
  tender writing response to ensure that Council
  understood that our client would employ only
  local people but the scare campaign was so
  intense that Council decided to pay the extra
  400k and overturn the recommendation of its
  staff.

• This is a very disappointing result for our
  client and this is the first time in my career as
  a tender writer that I have seen this happen and
  where a competitor has won a tender with such a
  disparity in prices.
• But I also understand as a registered Lobbyist
  that local Councils at times are a law unto
  themselves and do whatever they want and flout
  normal conventions.
• In these situations it is no good complaining or
  trying to raise hell with the issue because it
  will do our client no good.

• We just have to accept the decision and hope that
  the local ratepayers complain about the lack of
  value for money and how the local supplier is
  ripping off the town with their exorbitant
  prices.
• We did all we could as skilled tender writers and
  put together the perfect tender writing strategy
  but sometimes sadly other factors come into play
  which are outside of our control and we just have
  to accept those situations no matter how much we
  dont agree with them.
