    that will provide assistance to all persons in
    distress regardless of nationality or
    circumstance

    achieve this goal is to develop regional systems
    associated with each ocean area and continent.

INTERNATIONAL AERONAUTICAL AND MARITIME SAR
(IAMSAR) MANUAL
