WHAT IS
BIOSAFETY? BIOSAFETY is one term that is used to
describe the POLICIES and PROCEDURES adopted to
ensure the environmentally safe application of
MODERN BIOTECHNOLOGY (r-DNA technology or
Genetic engineering) It is a term that is
gaining wider currency as more countries seek
to benefit from the application of modern
biotechnology in agriculture, industry, medicine
and the environment, without endangering environme
ntal safety and public health.

BACKGROUND 1983 National Center for Genetic
Engineering and Biotechnology (NCGEB) established
under Ministry of Science, Technology and Energy
(MOSTE) 1986 Status report on Advances of
Biotechnology in Agriculture submitted and
accepted by NCGEB 1990 Status report on Needs
to Develop Biosafety Guidelines in Genetic
Engineering and Biotechnology submitted and
accepted by NCGEB 1990 Ad Hoc Biosafety
Subcommittee to draft Guidelines in Genetic
Engineering and Biotechnology established under
NCGEB 1991 Ministry of Science, Technology and
Energy (MOSTE) changed to Ministry of Science,
Technology and Environment (MOSTE) 1991 National
Science and Technology Development Agency
(NSTDA) established and NCGEB changed to BIOTEC

1992 Ad Hoc Biosafety Subcommittee reinstated
under NSTDA June 1992 Final draft of
Guidelines in Genetic Engineering
and Biotechnology completed and approved The
Earth Summit in Rio de Janerio, Brazil January
1993 National Biosafety Committee (NBC)
established by NSTDA under BIOTEC 1993
NBC Subcommittees established Institutional
