Title: The Consortium for Energy Efficiency

1
The Consortium for Energy Efficiency The Forum
where US Canadian Efficiency Programs work
together
Marc Hoffman, Executive Director CEE Industry
Partners Meeting St. Louis September, 2007
2
Objectives Welcome to our world
  • Who is CEE?
  • How does CEE work?
  • What does CEE offer other industries?
  • What has CEE done?
  • What is CEE currently pursuing?

3
The World of the US and Canadian Efficiency
Program Industry
  • North American EE Programs invest over 3 billion
US annually in just energy efficiency
  • CEEs US member program budgets represent more
than 90 of total US ratepayer funds available
and a similar percentage in Canada
  • CEE members programs reach at least 50 of the
    US and Canadian populations
  • The Efficiency Program Industry from across the
US and Canada comes together to work at CEE

4
Who is CEE?
5
CEE Today-a Snapshot
  • CEE is a 501c(3) nonprofit organization
  • Funded by over 90 members in 30 states and 4

NRCan,) 25 from EPA and DOE
  • Governed by Board of Directors drawn only from
    members
  • Develop and sponsor 13 CEE Initiatives
  • Pursue new program opportunities
  • 16 working Program Committees
  • Staff of 20 headquartered in Boston

6
CEEs Simple Mission
  • CEE works to advance energy efficiency for the
    benefit of the public
  • by
  • helping efficiency programs be more effective
  • through
  • enhanced communications and
  • increased harmonization

7
Who can be a CEE member?
  • Efficiency Program Administrators utilities and
    nonutilities with mandated programs
  • Public Stakeholders - such as DOE national labs,
    state/provincial energy offices, government
    energy research agencies, efficiency
    organizations (regional and national)
  • NO entities with private interests
  • CEE needs to be unbiased and disinterested to
maintain a level playing field for all firms who
choose to meet our specifications of high
    efficiency

14
Program Committees drive CEE decisions
  • Member-Driven,
  • Staff-supported

15
What has CEE done?
16
Leveraging Demand Pull increases availability of
high efficiency models
  • Harmonization of High Efficiency Specifications
    across programs
  • Speak to North American manufacturers with a
louder, clearer voice on what efficiency programs
    are supporting
  • Make it feasible for other industries to respond
  • Make it easier for programs to promote high
    efficiency
  • CEE Initiatives develop and promote
specifications based on program consensus and
    industry vetting
  • Programs voluntarily incorporate CEE specs in
    their program plans

19
Other Examples of Harmonization
  • CEE Specifications of high efficiency for
  • Residential HVAC
  • Residential gas furnaces and air handlers
  • Commercial rooftop HVAC
  • Customer side transformers
  • Commercial refrigeration
  • Commercial lighting
  • Working on
  • Water heating
  • Commercial kitchens including water efficiency
  • Consumer electronics
  • Servers and Data Centers
  • Customer side transformers

20
HVAC Quality Installation
  • Specification adopted by ACCA CEE
  • ACCA now developing Verification Protocols
  • Verification approaches and frequency
  • Dispute resolution
  • Verifier skill sets/characteristics
  • Necessary administration and oversight

21
What does CEE offer other industries?
22
Benefits of working with the Efficiency Program
Industry
  • Innovative Collective Program Approaches
  • Technological/market advances
  • Increasing the demand for high efficiency models
  • Harmonizing program qualifying specifications
  • A stronger ENERGY STAR Program
  • Consensus recommendations on efficiency programs
needs to ENERGY STAR builds greater program
participation and support for the brand

23
Efficiency Industry Program Models
  • Golden CarrotTM (SERP)
  • Manufacturer Competition Winner Take All
  • Pool Efficiency Program Funds
  • Secure the Design, Manufacturer and Promotion of
    a New-to-the-Market Product (ex. Super-Efficient
    Refrigerator)
  • Bulk Procurement (CEE/NYPA SEAR)
  • Encourage Competition for New Markets or Market
    Share
  • Potentially Alleviate Market Risk
  • Attract Attention to Issue, Sponsors and Winner

24
Efficiency Industry Program Models
  • Design Charrette (CEE/ALA/DOE Efficient Lighting)
  • Inform Designers of Technical Capabilities
  • Encourage Interaction between Designers and
    Technical Staff
  • Emphasize Unique Properties of Technology
  • Capture General Conclusions on New
    Applications/Uses
  • Design Competition (Lighting for Tomorrow since
    02)
  • Encourage Development and Production by pooling
    funds
  • Attract Key Market Player Attention
  • Prime the Sales and Distribution Pipeline

25
Ultimate Benefit of Aligning Industry Efforts for
Efficiency
  • Industry to Industry Partnerships for advancing
    high efficiency
  • Supporting whole industries interests in high
    efficiency
  • Getting other industrys top management attention
to strategic opportunities of high efficiency
  • Tapping other whole industries considerable
    expertise, marketing, channels, relationships
with program industrys funding and endorsement
    credibility
  • Today
  • Partnerships on air conditioning, lighting
    fixtures motors
  • Talking with water heater manufacturers, HVAC
    contractors
  • Engaged the commercial food service equipment
manufacturers and specifiers and those here today
