Mission To facilitate the awards process and
recognize junior officers for their
accomplishments and commitment to PHS.

COF Planning Committee
Mission To plan, organize and execute JOAG
related events/activities, and facilitate junior
officer involvement, in coordination and
collaboration with other JOAG Committees and the
Commissioned officers Foundation (COF), for the
annual USPHS Scientific and Training Symposium.

Communications and Publications Committee
Mission To facilitate the dissemination of
Corps-related information to junior officers.

Development Committee
  • Mission Liaison to the Commissioned Officers
    Foundation (COF). Working with COF to plan,
    promote, and implement development activities
    that benefit public health professionals,
    including junior officers.

Inter-Services Collaboration Committee
Mission To identify new ways for JOAG to get
acquainted with our sister services.

Membership Committee
Mission To facilitate the annual selection of
JOAG voting members through the nomination and
appointment processes outlined in Article VI of
the JOAG Bylaws and to increase the general
membership of JOAG.

Policy Procedures Committee
  • Mission To establish and update guidelines and
    operating procedures governing the Junior Officer
    Advisory Group.
  • (Chaired by the JOAG Chair-Elect)

Professional Development Committee
Mission To identify issues, provide advice and
guidance, and propose solutions to promote junior
officers as professional, proud and principled
Commissioned Corps Officers.

Recruitment and Retention Committee
Mission To increase the number of junior
officers in the United States Public Health
Service Commissioned Corps.

Welcoming Committee
Mission To provide and disseminate information
to newly commissioned junior officers.

Accomplishments
  • Developed a JOAG five year strategic plan as a
    guide for sustainability and development. The
    JOAG Strategic Plan is a fluid document, that
    will be updated as needed.
  • Provided junior officer representation to
    Transformation Working Policy Design Groups,
    Functional Groups, and Working Integrated Policy
    Teams

  • Expanded JOAGs COSTEP Connection Program, which
    continues to pair junior officer volunteers with

  • Crisis Response Service
  • Developed The JOAG Journal, JOAGs quarterly
    published newsletter by junior officers, for

  • Developed the USPHS Commissioned Officer Code of
    Conduct
  • Developed a Welcome Packet for all new Call to
    Active Duty officers
  • Developed a reading list for junior officers on
    topics such as leadership, management, and
    uniformed service customs courtesies

JOAG Initiatives
Forward Thinking Initiative Junior officers
planning for the future of the PHS by developing
a 20-30 year prospective plan to position the
Commissioned Corps for future growth and success

JOAG Initiatives
HOSA Mentoring In collaboration with other USPHS
entities, JOAG will be partnering with the Health
Occupations Students of America (HOSA) to create
opportunities for junior officers to build on
their leadership skills while mentoring high
school and college students.

Everyone is welcome!!!
Any junior officer at the rank of Lieutenant
Commander (LCDR/O-4) and below, who actively
participates in JOAG meetings and serves on one
of JOAGs committees or workgroups is considered
