7Association to FP5what does it mean?
- The country pays into the budget of FP5
- Its organisations participate under the same
conditions as organisations from Member States - The country sends observers to the Programme
Committees
8What do the countries bring to FP5 and the EU
partners?
- A combined population which is 28of the EU
population - with a traditionally strong ST sector
- which is rapidly adapting to the needs for
integration into the European and world ST
community
9Will the countries participate in all specific
programmes?
- All 11 countries will be associated with the
non-nuclear (EC) FP5 - Of these, 7 will also be associated with the
nuclear (Euratom) FP5 - The other 4 (Cyprus, Estonia, Lithuania and
Poland) can still participate in the nuclear
programme on a project-by-project basis
10A by-product of association
- Associated countries participate in all
(non-nuclear) specific programmes - thus also in INCO-2
- Copernicus-2 is not targeted at them
- but they may be in the consortium and fulfill a
crucial linking function!
11How will association be decided?
- Negotiated on basis of Council mandate
- Conditions GDP-related payment with gradually
dimishing reduction - For Cyprus Additional Protocol
- For others Association Council Decision

- Steps necessary in EU and countriestime-table
last reviewed on 19-Feb-99 - EU procedure April (EP), May (Council)
- Country procedures March July
- Result expected for all by summer 1999
13What is arranged for the first calls for
proposals?
- Proposals comprising partners from future
associated countries will be evaluated as if
these countries were already associated - Applications for fellowships by individuals from
these countries will also be evaluated before the
eligibility check is completed
14What is being done to promote new partnerships?
- National contact point (NCP) systems are being
set up in these countries - FEMIRCs continue their information and innovation
support until March 2000 - Full-fledged IRCs will take over the innovation
support from that date
15What is being done to promote new partnerships?
- Accompanying measures under INCO-2 are foreseen
for awareness, information dissemination actions,
and training - Support for ST conference attendance and
organisation is also available
