2Objective
- The objective of this Webinar is to
- Demonstrate the benefits of using the end-to-end
Local Service Request (LSR) process as the
vehicle for porting a customer from one Local
Service Provider (LSP) to another while the
customer retains their number. This process is
called Local Number Portability (LNP). - The end-to-end process should be used when
porting from one wireline service provider to
another or when porting from a wireline service
provider to a wireless service provider.

and performance requirements, interfaces and
physical characteristics for technologies,
systems, and business processes, and ensures
interoperability.
5Overview of OBF
- The ATIS Order and Billing Forum (OBF) provides a
forum for representatives from the
telecommunications industry to identify, discuss
and resolve national issues which affect
ordering, billing, provisioning, and exchange of
information about access service, other
connectivity and related matters. - The OBF develops end-to-end implementable
standards, guidelines and business processes
flows that are reached by a consensus of its
members.
6Local Service Migration
- Local Service Migration (LSM) The process in
which an end-user (consumer) retains their
telephone number when changing service providers. - Successful local service migrations should appear
seamless to the end-user. It requires an
integrated process to order and provision service
with the new LSP, while disconnecting service
provided by the old LSP. - The sequence of the provider interactions and
provisioning steps is critical for migrations to
be successful.

- End-user (the consumer) experiences
- End-users attempting to migrate local service(s)
to a new LSP frequently encounter one or more
problems including - Service migration delays or denial
- Loss of voice service
- Continued billing by the old local and/or long
distance service provider(s) - Directory listing errors and omissions
- Additional cost associated with unnecessary
building of new loop facilities

- Contributing Factors include
- The telecommunication industry has complex
service ordering and provisioning processes,
which may not be fully understood for all
migration scenarios, making it difficult for the
New Service Provider to interact and migrate
end-users successfully. - In order to accomplish a local service migration
successfully, it is crucial that consistent
processes be adhered to by all service providers
involved in that migration.
9End-to-End Local Service Request Process
- Service migration requires the integration of
several processes between multiple Service
Providers. Coordination of the following
activities as appropriate must be accommodated
based on the specific migration scenario. - Exchange of end user Transition Information (TI)
and Customer Service Information (CSI) - Disconnect service from the Old Local Service
Provider (Old LSP) - Ordering and provisioning of new service
- Directory listing management
- Long distance service carrier notification
- E9-1-1 management
- NPAC notification

11PRE-ORDER END USER INFORMATION EXCHANGE
- Customer Service Information (CSI)
- The Exchange of CSR/CSI and/or the end user
network configuration information is recommended
for a New Local Service Provider (New LSP) to
have sufficient information to migrate local
exchange service in a seamless and timely manner.
- Transition Information
- TI is the technical data, which identifies how
the current LSP is providing service to their end
user. This data includes, but is not limited to - LPs Circuit ID(s) for leased loop(s) which are
no longer required by the current LSP, thus
eligible for reuse by the New LSP.

- There are a couple of ways to determine the old
service providers identification (SPID), they
include - Query the Local Exchange Routing Guide (LERG)
- Send a CSR request to the old service provider or
go through their Graphical User Interface (GUI) - Query NPAC

- Local Service ordered from a wireline provider
uses a set of uniform order request forms,
collectively known as a Local Service Request
(LSR). The following briefly describes the
various ordering forms and the LSOG document
where additional information is located. - As business rules may vary by provider, it is
crucial for providers to make their ordering
business rules available to other providers.

- Local Service Request (LSR) - Provides
information required for administrative, provider

location, access information and other
provisioning details necessary to provide the

- Service Order Administration
- The new service provider is required to interface
with the NPAC to ensure that their ID or SPID is
identifies as the current SPID for the
subscribers telephone number.
