Overview of eAuthentication Training for
Service Center Agencies (NRCS, FSA and RD)
  • In order to meet the October 21, 2003, deadline
    for the Government Paperwork Elimination Act
    required by law, the Department is implementing a
    new process for registering customers who choose
    to conduct electronic transactions with USDA
    agencies
  • The new eAuthentication registration process that
    uses WebCAAF will replace the existing WebReg and
    WebCAAFSR/SC. ALL assistance to new customers
    will be via the new registration process
  • New USDA customers self-register via the Web to
    create their own password and login ID
  • A USDA customer must have Level 2 credentials to
    conduct official electronic business transactions
    with USDA agencies
  • A registered USDA customer must interact
    face-to-face with the USDA agency before
    acquiring Level 2 credentials
  • USDA customers with a current WebCAAF ID will
    automatically be given Level 2 credentials.
    However, at their first login, they will be
    prompted for additional information to complete
    the login process
  • Agency employees must be certified as Local
    Registration Authorities (LRAs) to activate a
    customers Level 2 credentials
  • The Service Center LRAs can expect customers from
    other USDA agencies who need Level 2 credentials
    e.g. (APHIS, Forest Service and etc.)

  • For some agencys business transactions, the new
    registration process may require the manual
    transfer (SCIMSBind) of the customers SCIMS ID
    to the customers WebCAAF record

  • SCIMSBind must be in place to conduct some
    official business transactions, where it is a
    requirement of the application or the service
  • USDA Customer interacts with the LRA (USDA
    employee) in person at Service Center
  • Customer provides appropriate information and
    photo ID to prove their identity in order to
    receive Level 2 Assurance credentials
