2INTRODUCTION
The evaluation of socio-economic development was
largely dependent on knowledge. Now the ICT based
knowledge has become the main driving force of
the economy. The countries of the Asia-Pacific
region are increasingly discovering the
educational opportunities and national
development by adapting information and
communication technologies (ICT). Young
professionals and students are showing tremendous
performance in the field of ICT in recent past
two decades which is a massive factor in poverty
alleviation of the Asia-Pacific region. Poor
people will gain fruitful access to ICTs by using
properly constituted development strategies, and
when the system will be appropriately managed by
the experts of relevant ICT field. One decade
ago, ICT based education system has been
introduced in the region and still the trend is
continuing to grow. As a result, young
professionals and students have gathered ICT
based education. After 1990, Internet has emerged
as a revolutionary technology which makes the
whole world a global village. We know that
KNOWLEDGE IS POWER. Now the concept is
INFORMATION IS POWER. Here information is not a
magic cure for poverty. However, the right
information at the right time can help
alleviation of poverty.

Literacy Rate of SATRC
The Asia Pacific Telecommunity (APT) is the
leading organization on telecommunication and
information technology for the Asia Pacific
region. The APT works actively for accelerating
the growth of Information and Communication
Technology (ICT) in the Asia Pacific region. In
order to encourage young professionals interest
in the field of ICT and to utilize their huge
untapped enthusiasm and energy, the Telecommunity
has established the APT Young Professionals and
Students (APTYPS) Forum.
Members of the South Asian Telecommunications
Regulators Council (SATRC) consist of
Afghanistan, Bangladesh, Bhutan, India, Iran,
Maldives, Nepal, Pakistan and Sri Lanka.

Information Technology (IT), as defined by the
Information Technology Association of America
(ITAA), is the study, design, development,
implementation, support or management of
computer-based information systems, particularly
software applications and computer hardware.
Recently it has become popular to broaden the
term to explicitly include the field of
electronic commutation (Internet, Radio,
Television, VSAT, Satellite, Telephone etc) so
that people tend to use the abbreviation ICT
(Information and Communications Technology).

Constraints and Considerations
Language English dominates the web (80 of all
websites are in English), as well as the digital
content market. If ICT utilization are to be
mainstreamed in the developing world, and local
knowledge is to be shared, content is a digitized
form must also appear in local languages. Also
needed to arrange training on English
language. Training Training in the use and
applications of ICT has been the major
contribution from all the projects. The training
is skill oriented, helping existing staff to
upgrade and acquire skills needed for the task at
hand. Documentation There is not enough
documentation and knowledge sharing resources for
ICT education institutional collaboration is
also noticeable by its paucity. Central Models of
Management and Development Central models of
management and development that are relevant to
local community and will not be affected by
political instability.

9A pro-poor ICT policy begins with a development
commitment by the planners and policy makers that
targets poverty alleviation with government
acknowledging role. This fosters the
infrastructure development that will be required
to achieve widespread poverty alleviation through
local access points. Government also encourages
institutional reform leading to the delivery of
effective services to the best effect on poverty
alleviation. Young professionals and students are
directed towards and delivered the services to
fulfill the target. The figure suggests a road
map for poverty alleviation

Also young professionals and students are
required to participate in the Radio and
Television programs where they will discus on
various issues, questions answers and to show
the practical implementation of the projects.
10CONCLUSION
- Young Professionals and Students involvement in
ICT for Poverty Alleviation is not as
straightforward as merely installing the
technology and we need to follow some principles
so that widespread poverty alleviation can be
achieved. The following principles emerge from
the ICT for Poverty Alleviation Framework - Strategies and Monitoring Strategies for poverty
alleviation that are to be managed by local,
national or global specialists along with
monitoring the project implementation. - Reform Privatization, independent regulation,
convergence etc. - Promote public access Aggregate demand for
sustainability including information technology,
finance, mission and vision. - Education and Training ICT based education where
an important role will be played by young
professionals and students and training on
particular field. - With the involvement of young professionals and
students, the framework represents a great effort
and need to include further experience and
observations that can become a practical tool
which may be used by planners and policy makers
for wide spread poverty alleviation in the Asia
Pacific region.
