  • Build capacity of sectors
  • Boost demand for learning
  • Ensure quality of provision
  • Raise achievement levels of learners with mental
    health difficulties
  • Each regional action plan is differentiated to
  • take into account the particular learning and
    skills
  • needs of the region.
