REVISED TREATY OF CHAGUARAMAS
  • Legal framework to achieve the objectives of the
    CSME
  • Modify the 1973 Treaty of Chaguaramas using nine
    (9) protocols
  • Creation of the Revised Treaty of Chaguaramas

FREE MOVEMENT OF PEOPLE
  • Provides legal framework for free movement of
    people for
  • University Graduates
  • Artistes, Sports Persons, Musicians Media
    Workers
  • Non-Wage Earners/Service Providers to establish
    Business - includes managerial, supervisory
    technical staff
  • It enables movement within Member States WITHOUT
    the need for work permits
  • Requires a CARICOM Skills Certificate

RIGHTS OF ESTABLISHMENT
  • Refers to the right to (a) engage in
    self-employment or (b) to create manage
    economic enterprises in any Member State.
  • Removal of Restrictions to the establishment of
    economic enterprises, companies, or other legal
    entities
  • Must be substantially owned (50 equity) or
    controlled by CARICOM citizens (Ch.3, Art.32)

  • Intensification of competition
  • The rules of the road have changed and there are
    no speed limits
  • This is not only due to the CSME but due to
    GLOBALISATION
  • As more and more goods services enter Jamaica
    they will become harder and harder to sell our
    goods services and to find JOBS UNLESS
