  • A. Qualifications
  • 1. Constitutional Guidelines
  • a. He/she must be at least 35 years old.
  • b. He/she must be a naturally born citizen.
  • c. He/she must have lived in U.S. for at least 14
    years.
  • 2. Other Requirements
  • a. Must have access to money.
  • b. He/she must be from a
    major political party.
  • c. He/she should have
    experience in government (only 5 have had no
    experience).

  • 1. Before 1951 the president could serve as long
    as he wanted. The only president that served
    more than eight years was Franklin D. Roosevelt
    who served from 1932-1945.
  • 2. In 1951 the 22 Amendment was passed that
    limited a president to two four year terms.

  • A. The Electoral College
  • 1. Established by the Constitution, each state
    would have as many electors as they do senate and
    House of Representative members. Therefore, a
    candidate could win more votes, but lose the
    election.

    electoral college votes.

  • A. Basic facts
  • 1. 14 secretaries, the vice president, and other
    top officials.
  • 2. The President appoints cabinet members, but
    the Senate must confirm them.

  • B. Role of the Cabinet
  • 1. Cabinet members are responsible for the
    executive departments. For example, the
    Secretary of Defense is responsible for the armed
    forces.
  • 2. Advising the President.

  • A. Constitutional Powers
  • 1. Chief of the armed forces.
  • 2. Makes treaty with foreign governments.
  • 3. Appoints Supreme Court justices.
  • 4. Passes or vetoes bills.

  • 1. Congressional Override- If the president
    rejects (vetoes) a bill, Congress can override it
    with a two-thirds vote.
  • 2. War Powers Act- The president can commit
    troops anywhere in the world for 60 days, but
    must seek approval by Congress.
  • 3. The Supreme Court can declare a bill passed
    by Congress and the President unconstitutional.

  • VI. Roles of the President
  • Head of State- The president represents the U.S.
    and performs ceremonial roles.
  • B. Chief Diplomat-Signs treaties with other
    foreign leaders with the approval of the Senate.

  • C. Chief Executive
  • 1. Executive Orders-Rules that have the force of
    the law. For example, Gore promising to do away
    with racial profiling.
  • 2. Reprieve- Postponement of legal punishment.
    Example Ford pardoning Nixon for his actions as
    president.
  • 3. Pardon- Release from legal punishment.

  • D. Chief Legislator and Chief Economist
  • 1. Gives the Congress an outline of his economic
    plans.
  • 2. Vetoes bills from Congress.
  • 3. The President has the responsibility of
    preparing the budget.

  • E. Party Leader
  • 1. The presidents job is to promote the
    political party he/she is from. The president
    may give speeches for other candidates running
    for his/her political party.

  • F. Commander In Chief- In charge of all the
    armed forces (navy, army, air force, marines).
