5Industry situation
- Market is global
- Increased competition
- Reduction of product development costs and time
- Introduction of new machines more frequent
(shorter product life cycle) - Technique to comply with legislation is getting
more complex and costly - Implementation of new and more stringent safety
legislation at shorter intervals
6CECE Machine Industry
- Machines are low volume compared to cars and
trucks - Machines are sold globally, with the major
manufacturers located in Asia, Europe and US - These facts create a need for global
harmonization/ standards/legislation to avoid
producing different machine models for different
markets.
7Vibrations directive a bad example of
legislation
- Complicated to make measurements of vibrations
with comparable and representative results
causing different interpretation of legal
requirements in MS, depending on unclear
legislation. - Lack of standardized ways of making measurements
- Must be based on scientific knowledge and
cost-benefit aspects - Gives very little guidance for manufacturers
8Consequences of lack of harmonization and bad
legislation
- Unpredictable legal situation
- No value added costs to safety
- Administrative burden
- Tests has to be officially repeated
- Time consuming
- Resource demanding activities which drains
product development org - Delay introduction of new and improved products
and features
9CECE Technical Commission Duties
- Harmonization of national regulations to remove
technical barriers to trade, improve safety
standards and the environmental aspects of
construction machinery - Promotion of international standards and safety
regulations in co-operation with ISO and CEN - Development of test procedures and nomenclatures
- Product liability issues
- Promotion of R D projects
10CECE Technical Commission
- About 20 members
- Meetings four times a year or when needed
- Project Groups dealing with specific areas e.g
machinery directive, road harmonisation, exhaust
emission, vibrations, noise. - Technical secretary
11Why?
- Possibilities to
- Influence legislations and standards
- Early information about legal requirements
12Road regulations in EU
- Not harmonised area within the European Community
- Different requirements between Member States
- Certification requirements in e.g. Germany,
Sweden, Italy and Austria - Requirements on testing and documentation (e.g.
Musterbericht and Verbale)
13Developing a standard for Off Road
14Comparing National legislation
15Countries to be compared
16CECE Activities
17Volvo CE participation in standardisation
- CEN/TC151WG 1 Construction Equipment - Safety
- SIS Secretariat
- ISO / TC 127 Earth Moving Machinery
- SIS TK 225
- In general a very high level of standardization
in regard to our need
18Standards from legal point of view
- European Norms (EN) mandated by the Commission of
the European Community - European Norms are voluntary
- Compliance gives Presumption of Conformity to
the directive and in Product Liability - Standards describing "State of the Art"
- Only ISO is considered as International Standard
- Product Liability
19Benefit of participation in standardization
- Information on new legislation and standards at
an early stage - Influence on legal requirements
- Improved awareness about product safety
- Simplifies interpretation of legal requirements
- Competition on equal level
- Cost saving through not inventing the wheel again
- Reducing liability risk
- Presumption of conformity with legal requirements
- Free circulation of goods
- Access to international markets
20Conformity assessment procedures
- Manufacturers Declaration (EU Machinery
directive) - Internal control of production with assessment of
technical documentation and periodical checking
(EU Noise) - Type approval of machines (DE road approval)
- Single approval of machines (DE and SE road
approval) - Type approval exhaust emission (EU)
- Internal testing and control of production with
assessment of technical documentation and
periodical checking (US) - Application for certification, evaluation of
documentation, testing of machines and
certification (e.g. China)
21Industry need on Product related Safety
Legislation/Standard (cont)
- Lead time for implementation of legislation
- One standard world vide
- One test globally accepted
- One product accepted globally
- After market surveillance
