- Web-based tools for evaluating oral language
skills with reference to the Common European
Framework

Project objectives
- Joint evaluation of oral skills and proficiency
through a web-based environment. - Provide language teachers in Europe with a
community where their assessments can be
validated by their colleagues - Provide them and their pupils with tools to
provide and share annotated video and audio
materials on the internet.

Reasons for WebCEF
- Oral production is the most complex skill to
evaluate - Multiple components of oral proficiency
- Holistic vs. itemised evaluation
- Application of the CEF is not uniform throughout
Europe - Variation in national traditions in language
teaching and evaluation - CEF descriptors are not quantitative
C2 Can express him/herself spontaneously at
length with a natural colloquial flow, avoiding
or backtracking around any difficulty so smoothly
that the interlocutor is hardly aware of it. C1
Can express him/herself fluently and
spontaneously, almost effortlessly. Only a
conceptually difficult subject can hinder a
natural, smooth flow of language.

Who its for
- Language teachers in Europe (at all levels)
- Can compare their assessments with those of other
colleagues in Europe - Trainee teachers, and teacher trainers
- Can practice and refine their assessment skills
in a collaborative environment - Language learners
- Can assess their own productions and compare them
with those of other learners

Two main components
- Showroom
- representative samples of oral productions at
different CEF levels, validated and annotated by
experienced teachers and assessors - Community of Practice
- collaborative assessment of samples uploaded by
members of the community - Accompanied by a Mindbook describing the
rationale and use of the tools

Target languages
- English (first phase)
- Dutch, Finnish, French, German, Polish (from 2nd
semester 2008) - Learners 15-25 (initially)
- All levels (with emphasis on A2-C1)

How it works
- Record a sample of oral production, based on a
communicative task - Describe the task, and upload any supporting
documents - Upload the sample (audio or video file)
- Assess and annotate the sample, using the online
grid - Publish the assessment
