15Admissions to treatment at 9 STAR agencies have
increased as below between Jan 06 Sept 07
without any new dollars for treatment. State
contract timeliness and retention performance
incentives were implemented June 07. STAR
agencies exceed peers on these measures.

- Involve 8-10 providers
- Evaluate baseline data - experience the AHA
moment - Rerun 12 month baseline
- Review 6-9 months of provider change project
improvement data

did better than those who were not yet in the
STAR-SI program (Identical baseline and
performance periods).

20NY State Data Change Project
- We are now applying Process Improvement to
ourselves at the SSA. We used PI to revise our
data reporting system to capture needed outcome
data in real time. The project was implemented
in less than 4 months with buy in from our
