  • SDS(Source Data System) is officially off-line.
  • NSIPS(Navy Standard Integrated Personnel
    System) is the system used now to affect


    Enlisted/Officer Master File changes
  • Units without NSIPS or degraded capabilities use
    DMRS(Diary Message Reporting System).

WHY IS PERSONNEL ACCOUNTING IMPORTANT?
  • EDVR Management
  • Manning
  • Can affect pay and allowances
  • Has multiple effects on numerous systems (RIS,
    NES, EMF, LOPG etc)

DMRS
  • Reference DMRSMAN Epmac Document No. 10801
    UM-02
  • Used in lieu of PSD support and NSIPS
  • Can be used to affect almost any
    Enlisted/Officer Personnel Transactions (ie,
    gains, transfers, advancements, etc.)

WHO DOES THIS?
  • Seal Teams/EODMU/MDSU/Shore Based Cmds are
    normally serviced by a Persuppdet, Ships
    Squadrons take care of themselves
  • If PSD holds your records, they are responsible
    for affecting all pay/pers transactions
  • Must be verified by annotating command EDVR when
    changes occur and tracking through command admin

PROBLEM AREAS
  • Expired Planned Losses reflected on EDVR count
    against your current onboard manning
  • Expired EAOSs can affect pay and entitlements
  • Actual rate versus assigned rate must be
    verified
  • DNECs should be the NEC you want them to be
    serving in and verified against your allowance
  • Expired PGs count against your commands
    manning and put svcm in a transient status

PROBLEM AREAS CONTD
  • ACC Management (eg, 103/105/107/150,etc).
  • Failure to report-ACC 101
  • Deserter-ACC 109
  • These problems need resolved asap in order to
    credit svcm for the tour they are assigned and
    can affect future rotation

  • Submitted via DMRS format msg or via Bupers
    Online
  • Lets the Navy know how much your people are
    deploying and has bearing on future operational
    assignments.
  • ITEMPO is not tracked by EPMAC, BUPERS does
    this
  • This is a must do item

PURPOSE OF EDVR
  • Give commands a complete listing of their
    personnel assets and a mechanism to be used to
    track all personnel transactions.
  • Give commands a reference for who they should
    have, who should be doing what job.
  • Provide a manning summary
  • Provided to Commands Monthly via PCEDVR program

USERS
  • CO, XO should always be provide with an up to
    date copy
  • Admin officer should maintain an update
  • Department LCPOs/Dept Heads should be provided
    copies of section 4 for their personnel
  • Privacy Act protected
