Project presentation

Background
  • Europe is losing biodiversity?ecosystems lose
ability to provide services (e.g. food, fuel,
potable water, nutrient cycling, soil formation,
    climate regulation, flood regulation, cultural
    services etc.)
  • Most biodiversity is found outside protected
    areas
  • We need to use our natural resources sustainably
  • We need to identify modes of governance that
    relate to biodiversity conservation

3
Project Summary and Objectives
The strategic objective of GEM-CON-BIO is to
explore the interactions between governance modes
and sustainable development objectives in view of
identifying what governance processes and
institutions can best contribute to the
conservation of biodiversity.
  • Starting Date 1st February 2006
  • End Date 31st January 2008

EU relevancy
  • FP6 project
  • Thematic Priority 7 Citizens and governance in
    a knowledge-based society
  • Research topic 7.4.2.2 Governance for
    sustainable development.
  • Aim foster sustainable economic and social
    development through the conservation of
    biodiversity

6
Operational objectives
  • Identify existing governance types and their
    modes and processes
  • Identify critical ecosystem management
    characteristics
  • Develop a governance matrix linking governance
    types and
  • critical ecosystem management characteristics
  • Identify and conduct research on a set of case
    studies
  • Compare the success and failure of different
    approaches in Europe
  • Draw lessons from the US experience
  • Develop best practice guidelines
  • Codify its recommendations in a policy guidance
    document
  • Establish and operate a science policy
    interface
  • Develop the tools to disseminate the acquired
    knowledge

Milestones
  • 1st Milestone (month 9) Identification of
    governance modes
  • and characteristics to study
  • 2nd Milestone (month 12) Initiation of
    quantitative consultation

  • with input from case studies
  • 3rd Milestone (month 18) Case studies results
  • 4th Milestone (month 24) Development of
    policy guidelines

  • and final project results

  • Project progress
  • Kick of meeting in Thessaloniki (Feb 2006)
  • Technical meetings (Stockholm April 2006,
    Brussels June 2006)
  • Management conference in Brussels (June 2006)
  • Draft program for Stockholm workshops
  • External experts for Stockholm workshops
  • List of potential case studies
  • Plan for participation in conferences and
    publication of articles

10
Case studies (1/3)
  • Duration 12 months
  • 33 of total project effort
  • Development of case study research methodology
    (questionnaires, field work, interviews etc.)
  • Partners will conduct 10-15 case studies
  • Multilevel approach local, regional,
    pan-European

11
Case studies (2/3)
  • Analyse relations between governance modes and
processes and natural resources uses and their
    effectiveness on conservation and sustainability
  • Different management structures (e.g. private
    ownership, public authority, co-management etc)
  • Both successes and failures of different
    biodiversity conservation approaches
  • Feed results into policy processes at local,
    regional, national, and international level.

12
Case studies (3/3)
  • We seek information from existing practices in
    Europe with an emphasis on
  • private, local and community management of
    biodiversity resources
  • financial incentives to conserve biodiversity

13
Stockholm workshops
  • 14-15 September 2006
  • Ecosystems management workshop
  • Governance workshop
  • We seek people with experience and interest in
    the issues to participate

14
Project extension
  • 6-9 case studies outside Europe
  • Coordinated by
  • Centre for Sustainable Development and
    Environment (CENESTA, Iran)
  • Centre for International Forestry Research
    (CIFOR, Indonesia)
  • Fundación Yangareko (YAN, Bolivia)
