BM Norms for AC Coaches creates a situation of

  • At JP the AC Coach holding is 103 Coaches. But
    there was no AC coach in Sick Line at JP.
  • Jan 07 26 days (Staff idling).
  • Feb 07 20 days (Staff idling).
  • This peculiar situation is true for most of the
    depots ( except mega depots). Even in mega depots
    the actual staff available is much more than the
    prescribed BM norms.

  • Though separate BM norms exist for Sick Line
    but, as a practice, staff distribution is not
    done for separate location of work. These
    locations could be sick line, platform, pitline
    etc. It is based on day to day judgement. Hence
    comparisons are not feasible.

  • Only TWO categories of staff needed in Sick Line.

  • - Coach Amenity Technician.
  • To enhance skills mandatory and periodical
    Training programme to be launched, may be through
    PPP. Presently, Railway trains running staff in
    a formal way.

  • Productivity enhancement
  • Provide motorized and full spectrum of hand
    tools to artisans e.g. Carpenter in any of the
    depots is not having a Tool belt. Motorized hand
    tools exist as samples only. Carpenters still
    use chisels for cutting a ply in curve shape.

  • Merge coaching cadre of Mechanical Electrical
    to consolidate BM norms further.
  • Merge RAC TL staff for improving productivity
    of electrical staff.
  • Power cars equipment maintenance is already
    outsourced to OEMs. Separate classification of
    staff in BM Circular is not needed.

  • Provide computers, scanners, printers, digital
    cameras and LAN Statistical staff shall get
    reduced.
  • Delegate powers for Transportation contracts
    including handling of material to SSEs of Sick
    Line. It shall reduce Material Storage/
    Accountal staff.

  • Due to reduction in Sick Line Ineffectives the
    BM norms provide for quite relaxed availability
    of staff in Sick Line, both in Mechanical and
    Electrical Departments.

  • Depending on acceptability of suggestions, Sick
    Line staff Mechanical Electrical can be
    reduced by 25-30 . Moreover, AC staff and TL
    staff should be integrated and separate BM norms
    for AC be pruned drastically or WITHDRAWN.

  • All benchmarking norms are issued by concerned
    Executive Branches. However, no reference to
    Personnel Branch is made at Boards level before
    issue. It is suggested that Benchmarking norms be
    issued by Establishment Branch of Board, as it
    relates to creation of staff.

  • Overtime earnings are very very high.
  • Very long duty hours in continuous roster. An
    ACCA, say, 2903 Dn BCT-ASR puts in 66 40 hours
    in UP/Dn directions combined. He takes
    Compensatory rest on return to Headquarter as
    also Overtime.

  • If commercial duties are outsourced, which has
    happened because of IRCTC taking over, ACCA
    category can be ABOLISHED.
  • AC coach problems enroute, if any, can be handled
    by one supervisor and one AC fitter per train
    (Rajdhani-Shatabdi) and Platform staff at halts
    for Super Fast and Other Mail/Exp. Trains.
