  • Main objectives
  •  
  •         Development of organic production
    domestic market
  •         By 2013 ? 8 of the used farm land is
    to be managed in compliance to the organic
  • production methods
  •         By 2007 ?. the adequate regulative
    framework is to be in place
  •         By 2010 ?. the role of scientific
    research in the field should increase
    significantly through
  • education and consulting
  • Maintaining efficient system for
    certification and control

  • Development of handicapped areas
  • Currently Bulgaria has partially
    formulated definition for handicapped areas. Main
    eligibility criteria
  •         Certain mountainous areas
  •         Low-productive farm lands
  •         Population density lower than the average
    for the country - 71 per sq m
  •         Number of those employed in agriculture
    over than the average for country-10
  •         Since January 2005, in six communities, a
    pilot scheme for top-up payments has started. It
  • will be effective till Bulgarias EU
  • Over the period 2002-2005 three regional
    schemes for rural development and alternative
  • agriculture have been launched with the
    aim to diversify peripheral areas

  • Main commitments in the context of
    Bulgarias accession to the EU
  •        Introduction of the Aquis in this domain
  •       Setting up and bringing into operation the
    follow-up and traceability system
  •       Setting up system for independent control
    at central and regional level
  •       Setting up system that registers border and
    lab inspections
  •       Developing a system for internal audit of
    the controlling body based on multi-annual plans
    and
  • contingency plans
  •      Setting up a network of accredited food-
    analysis labs
  • Restructuring of food companies to ensure
    that HACCP, good hygiene and production
  • practices are introduced

Building Administrative capacity and Civil
society
  • Administrative capacity
  • On-going building of the adequate
    administrative capacity for programming, paying,
    monitoring and programmes evaluation
  • During the SAPARD implementation period
    significant experience has been acquired and
    administration of the next programming period
    2007-2013 could be built on it
  • Experience has been gained by implementing
    national support schemes run by State Fund
    Agriculture

 
 
 
  • Partnership
  • In 2003 ?, national pilot scheme for setting-up
    and strengthening local initiative groups has
    been launched. 11 such groups came into being and
    are involved into preparation and implementation
    of local development strategies. As of 2007, the
    LEADER approach could be well based on them.
  • The on-going partnership between public and NGOs
    sectors, branch associations and local
    authorities is one of the principles that
    underlines the process of decision-making in the
    field of agriculture
