Social Clause projects definition
  • "Social Clauses describe relevant, legitimate and
value for money aspects of a procurement
lifecycle which fulfil a particular social aim.
(This may include social requirements within the
technical specification and award criteria of a
contract, where they are relevant to the subject
of the contract and compliant with public
procurement legislation, as well as the UK's
value for money policy (or equivalent
    commitment).)"

Generic areas from scoping
  • User engagement
  • Employee focused
  • Equalities agendas
  • Local investment
  • Intra/inter agency

6
As a core requirement - above threshold
  • Its not a clause rather, within an enabling
    policy context,
  • OJEU notice
  • Specification
  • Evaluation matrix
  • Contract
  • Monitoring tool
  • And, in some contexts,
  • Parallel intervention to enable delivery

7
Keeping House Programme. Shopping Initiative.
Leeds City Council used with Permission and
Thanks
  • The Service Aim
  • To assist older people and disabled people to
maintain their independence in their own homes
    for as long as possible.

8
Service objectives
  • Testing out new ways of meeting shopping needs
that are affordable, flexible and reliable
  • Testing the viability of developing these
services within a sustainable social enterprise
    model

9
Examples of CBs 1
  • Examples of community benefits that your
organisation may be able to provide under Council
    contracts could include
  • promoting the independence of older people and
    disabled people
  • promoting and helping maintain the well-being of
older people and disabled people (by increasing
their access to healthy food and providing
    sociable shopping opportunities) ....

10
Examples of CBs 2
  • encouraging and building on neighbourhood
    support and volunteering
  • stimulating the local economy encouraging the
    development of local, not-for-profit small
    businesses / social enterprises.
  • Networking with local partnerships.

11
20 allocation in evaluation matrix
  • What community benefits your organisation can
offer the Council when providing this contract.
(Contractors should be aware that only those
community benefits that relate to the subject
matter of the contract itself can be taken into
account in the evaluation of any tender). An
innovative approach towards how those benefits
relate to the subject matter of the contract.

12
Key features a possible model?
  • Within policy context
  • Examples in spec
  • Allocation of points in evaluation. It is core.
  • Tenderers invited to express
  • the CBs they bring
  • Innovation in relating their benefits to subject
    matter
