  • Rewards Incentives Group made recommendations,
    agreed by all except NUT and NAHT.
  • STRB published recommendations 22 Feb
  • Agreed by Secretary of State
  • Regulations published, national guidance
    published by RIG and its partners.
  • Statutory requirement to implement TLRs

Teaching Learning Responsibility Payments
  • To replace MAs from 1 Jan 2006
  • Focus of TLRs is to be on additional significant
    responsibilities for teaching learning
  • Staffing structure reviews must be approved by
    GBs by 31st December 2005 and implemented by no
    later than 31st December 2008
  • An opportunity to make sense of responsibilities
    accountability, with teaching and learning at
    the heart of teachers work.

Timescale
  • Reviewed staffing structure to be published as
    annex to pay policy by 31 December 2005,
    following period of consultation with staff and
    professional associations.
  • 3 year transition period for implementation of
    structure begins 1 January 2006, ends 31 December
    2008.

    2006

  • Whole staffing structure review new posts e.g.
    Excellent Teacher, HLTAs, etc
  • Genuine transparent consultation
  • Preparation of key documents for consultation
    job descriptions, cost implications
  • Implementation plan
  • A minimum of four weeks consultation
  • Paper trail for transparency

  • Safeguarding of individuals
  • Annual salary statements
  • Governing body/sub committee meetings timing
    and frequency
  • Decision making rests with the GB they need to
    record reasons for their decisions
  • Final approval must be by the full governing body
    before 31 December 2005

Consequences for not meeting the 31st December
2005 deadline
  • Very important to meet the deadlines
  • Difficulties as a result of the impact of other
    changes to the pay system
  • Delay for teachers on management allowances
    safeguarding is aligned to the transition period
    1st Jan, they will be disadvantaged in that
    they will not have the same timescales as other
    colleagues to make informed choices about their
    position

Consequences for not meeting the 31st December
2005 deadline
  • Schools which need to fill vacancies will not
    have their revised structure or introduced TLR
    payments and will not be able to offer management
    allowances to cease 31.12.05
  • Could place the school in difficulties with the
    recognised unions
  • Staff morale, motivation and relationships
