- Presentation Objective
- to identify a way forward for WGISS for the next
2 years - on the basis of what has been achieved before
- on the basis of what is required of us by our
primary customer base - on the basis of a rapidly changing technical
environment - on the basis of a rapidly changing context for
Earth observation - Followed by discussion
- there will be a discussion period following the
presentation - there will be a separate agenda point on Thursday
afternoon

- When WGISS was formed a Plan was defined
- This defined a role to
- Stimulate.. the development of systems services
- Co-ordinate.. which manage supply the data
- Monitor.. information for space missions

- In the Plan it is stated that WGISS should

Space Missions and FOR CEOS Members and
Associates - Capture

- Enable utilisation of Earth Observation data

7WGISS - The Customer
- The primary customer of WGISS are the CEOS
Agencies - but CEOS agencies have their own customers
- and these vary from agency to agency
- commercial customers
- scientific customers
- governmental customers
- inter-governmental customers
- WGISSs aim must be to address our customers
needs - this requires careful thought

9WGISS - Achievements
- WGISS, with its predessor WGD, has achieved much,
e.g. - WGISS has succeeded to
- introduce the idea of catalogue interoperability
amongst all Earth Observation catalogues and to
define basic standards and tools therefore - raise the concern in the harmonisation of
standards in data formatting (old CEOS format) - highlight and support the generation of global
data sets - kick-off improvements in network-connection
- to act as a forum for the exchange of views and
information

- CEOS, and its members / associates are evolving
- the requirements of the CEOS membership are
diversifying and evolving - new emphasis on user driven customer aspects,
e.g. IGOS - the importance of the associates is increasing
- requirement from Plenary for closer links between
the agencies and the technical WGs - individual agencies are developing their
objectives - Earth observation is evolving
- commercial systems are becoming / going to become
more dominant - these systems will, in many cases, be independent
of CEOS members - Earth observation is being seen as being part of
a wider spatial / space information
infrastructure - EO is no longer seen, by many, as a special
case

- the geographic information field is rapidly
developing - in terms of technology
- in terms of market
- EO is one form of geographic / spatial data
- the technology requirements of this field are
often the same as for EO - satcomms and satnav are increasingly being seen,
with EO, as being part of an overall global
information infrastructure - Technology is evolving
- in the area of information technology, technology
is very rapidly evolving - new potential is becoming available all the time

EO in a wider context

- Define need for a new standard at WGISS level
- raised by SG, based on WGISS technical portfolio
- Establish Requirements Task Team
- technical experts (CEOS members/affil) advised
by operators - define what we need (in terms of functionality)
- Publish Requirements as Call for Proposal
- also open to industry but need to be primed by
CEOS member - existing solutions CEOS members teaming
preferred - Call open for 3-6 months
- Evaluation of proposals by Requirements Task Team
- Brings technical decision to the attention of
WGISS - Awarding of winner by simple majority vote by
full CEOS members (or scheme where affiliates
