JISC Collections what we do?
  • JISC Collections is the recently established
    mutual trading company of the JISC
  • Its team has been responsible for managing
    relationships with publishers and content
    providers on behalf of the UK Further and Higher
    Education communities and for negotiating many
    ground-breaking agreements resulting in benefits
    for the community it serves

Our mission
  • The demand and expectations for online resources
    to support education and research is developing
    and evolving
  • Our aim is to be at the forefront of these
    developments providing quality assured and
    value for money journals, e-books, primary
    research materials and datasets and other online
    materials that support the academic community

JISC Model Licences
  • The basis of all our agreements with publishers
    is the JISC Model Licence and the NESLi2 Model
    Licence
  • But, increasingly we find the provisions in the
    models licence do not always meet the diverse
    needs of our user community

New Challenges!
  • Small faculties in large institutions
  • Consortium courses
  • Access to teachers in FE colleges
  • Overseas campus
  • Research in spin out companies
  • Partner organisations

Pressure from the top!
  • Academic libraries are under pressure to provide
    access to wider groups of people
  • Librarians when complying with the terms of
    Licence provisions are often seen as obstructive
  • VCs are not patient
  • If quality assured resources are not available
    staff and students will use other material the
    libraries will be sidelined

Workshops with librarians
  • In November JISC Collections facilitated
    workshops in London and Edinburgh with the user
    community to find out more and to find out how
    JISC Collections can work towards meeting the
    needs of the community
  • Over 100 delegates attended the workshops,
    representing university libraries across the UK

Forward looking/forward thinking
  • The workshops did not focus on the detail of the
    Model Licence
  • The workshops focused on strategic issues, which
    JISC Collections can address
  • The delegates were engaged and focused on the
    practical and achievable

Academic Libraries Top five priorities
  • The delegates identified the top five priorities
    regarding licences for online resources
  • The objective is not to solve the problems today
  • The objective is to hear from you, about how we
    can best work with the publishing community to
    address the priorities

Priority 1
  • JISC Collections to provide its community with
    Licence Agreements in a machine readable format
    ready for Electronic Resource Management Systems
  • We need permissions from publishers to provide
    the Licence Agreements in this format

Priority 2
  • Cost neutral amendments to the Model Licence, to
    include remote access for
  • Retired members of staff
  • People working for the benefit of the HEis but
    not employed by the HEis
  • FE tutors teaching HE students
  • NHS lecturers teaching HE students

Priority 3
  • Cost positive bolt-ons for defined user
    groups
  • Partner organisations in the UK
  • Partner organisation overseas
  • Commercial spin-offs (SMEs)
  • Continuing professional development short course
    students
  • Students and staff on courses delivered by a
    consortium of HEis
  • Defined user groups within the NHS

Priority 4
  • Additional pricing models for small numbers
    within and institution
  • The principle of site wide access will always our
    main concern
  • But we have to recognise, some times this
    prohibits a sale when there is a small faculty in
    a large organisation

Priority 5
  • Agreeing the terminology
  • Institutions receive inconsistent interpretation
    of clauses sometimes from the same publisher
  • Authorised User is the most common bug-bear
