Aged Care Approvals Round Process
  • The Aged Care Approvals Round is a highly
    competitive annual
  • Process.
  • All applications are assessed against a
    nationally consistent framework.
  • You should familiarise yourself with the Aged
    Care Act 1997, Aged
  • Care Principles and the 2008-09 ACAR Essential
    Guide.
  • To assist you in understanding the competitive
    nature of the process,
  • Appendix 2 of the Essential Guide provides
    details of the number of
  • applications that were received in the 2007 ACAR.

Approved Provider status
  • Approval as an Approved Provider
  • can be for either residential, community or
    flexible care
  • applications for Approved Provider status may be
    submitted at any
  • time and
  • applications should be submitted as soon as
    possible.

Aged care places
  • The Australian Government provides subsidies for
  • Residential aged care which can be
  • High care or
  • Low care
  • Community Aged Care Packages (CACPs)
  • Extended Aged Care at Home packages (EACH)
  • Extended Aged Care at Home Dementia packages
    (EACHD)

Community and Flexible Care Grants
  • When applying for CACPs you can also apply for a
    grant of up to
  • 65,000 (excluding GST) and when applying for
    EACH and/or EACHD
  • packages you can also apply for a grant of up to
    100,000
  • (excluding GST).
  • You can apply for a grant if you are
  • establishing a new organisation or a new service
    infrastructure
  • extending existing services to cover additional
    geographical areas or regions
  • are from an organisation that is disadvantaged in
    meeting the costs of establishing a viable
    service (for example, services in remote or
    isolated communities).

Capital grants
  • Capital grants are available for new or existing
    services to
  • address a number of issues including
  • upgrading and/or rebuilding to meet regulatory
    requirements such as accreditation and
    certification
  • upgrading to meet changing needs
  • construction for new places and
  • re-configuration of services to significantly
    enhance long-term viability.

  • how to complete your application(s)
  • how your application is assessed and
  • at Appendix 1 the 2008-09 Regional Distribution
    of Aged Care Places.

  • details
  • the distribution of places across aged care
    planning regions in each state and territory for
    2008-09 and
  • information identifying specific geographic
    locations, special needs groups and/or key issues
    that may have a particular focus in the 2008-09
    Round.

2008-09 application
  • In 2008-09 there are two applications only
  • A single application, comprising two parts, used
    when applying for any
  • combination of residential aged care places
    and/or Capital Grant and
  • A single application, comprising two parts, used
    when applying for any
  • combination of CACP, EACH and EACHD packages
    and/or Community
  • Care and/or Flexible Care grants.
  • The two parts of the application are
  • Part A Provider - details relating to the
    Approved Provider/applicant
  • organisation
  • Part B Service - details relating to the
    intended Service

Packaged Care application
  • The new combined packaged care application
    comprises
  • Part A Provider
  • For every State/Territory in which packages or
    places and/or
  • Community/Flexible grants are sought, complete
    ONE Part A Provider
  • Application.
  • Part B Service Delivery by Region
  • For every aged care planning region in which
    packages or packages
  • and Community/Flexible grants are sought,
    complete ONE Part B
  • Service application.

Application for Residential places and/or Capital
Grants
  • The new residential aged care places and/or
    Capital Grants
  • application comprises
  • Part A Provider
  • For every State or Territory in which places
    and/or Capital grants are
  • sought, complete ONE Part A Provider
    application.
  • Part B Service
  • For every Service in which places and/or Capital
    grants are sought,
  • complete ONE Part B- Service application.

Your application
  • Your application must
  • be received on or before the specified closing
    date
  • be made using an approved form limiting your
    responses to the space provided and to the word
    limits prescribed and
  • be carefully and fully completed and signed by
    all relevant parties
  • An illegible or incomplete application may
    prevent assessment of your application.

Completing your application
  • When completing your application you may wish to
    consider
  • these four basic questions
  • is my proposal going to assist older Australians
    in need of aged care in my nominated region
    and/or geographic location?
  • have I demonstrated the value of my proposal in
    meeting these care needs?
  • have I addressed all relevant legislative
    criteria?
  • is my proposal supported by documentary evidence?

Endorsing your application
  • You are required to endorse every application and
    acknowledge that
  • you
  • have read the 2008-09 Essential Guide and
  • are aware of your responsibilities as set out in
    the Aged Care Act 1997 and the Aged Care
    Principles.

Assessing your application for places
  • The Department will consider
  • the information in your application
  • the requirements of the Aged Care Act 1997 and
    supporting guidelines and principles
  • where relevant, your history as an approved
    provider of aged
  • care
  • any independent assessment of your financial
    information and
  • any other information the Department holds.

Financial information
  • The financial information you provide will be
    used to assess
  • your financial viability
  • your ability to deliver long-term care
  • your ability to complete any capital works and
  • the viability and sustainability of your service.
  • You should be aware that the onus is on you to
    provide sufficient
  • information to allow the Department to fully
    assess your application.
  • The Department may have your financial
    information independently
  • assessed.

Assessing a capital grant application
  • The Department will consider
  • the urgency for the capital works
  • lack of capacity to fund the proposed works and
  • how the proposal will
  • provide benefits and continuity of care for
    current and future care recipients
  • enhance your long term viability
  • offer value for money to the Government and care
    recipients and
  • for Residential Care (capital) Grants, the
    proportion of concessional or assisted residents
    and people with special needs.

Closing time and date
  • All applications
  • must be received
  • within the Department by
  • 5.00pm on Friday 19 December 2008

Submitting your application
  • When submitting your application, do NOT
  • bind your application
  • submit by facsimile, e-mail or on a computer
    disk
  • include a video(s) or
  • include any other material that has not been
    requested.

Announcement of results
  • The results of the 2008-09 Aged Care Approvals
    Round
  • Are expected to be announced in late June 2009.
  • All applicants will receive written advice of the
    outcome of
  • their application. Details of successful
    applicants will also
  • be posted on the Departments website.

Announcement of results
  • Following the announcement of the results of the
    Round,
  • unsuccessful applicants will have the opportunity
    to seek a
  • debrief from the Department on the reasons for
    their lack
  • of success.
  • Unsuccessful applicants are encouraged to seek a
  • debrief on the reasons for their lack of success
    in the
  • Round.
