Program
- 3.4.4 Each Contracting State shall require
the Appropriate Authority to ensure the
development, implementation and maintenance of a
national civil aviation security quality control
programme to ensure the effectiveness of its
national civil aviation security programme.
8 Annex 17, Chapter 3
- 3.4.5 Each Contracting State shall arrange
for surveys to identify security needs, arrange
for inspections of the implementation of security
controls and arrange tests of security controls
to assess their effectiveness.

Annex 17 - Inspection - determine that required
resources/procedures are in place - Test make sure it all works

- A complete review of a major security program for
overall program compliance - Looks at all parts
- Takes a long time and many people

- ICAO Universal Security Audit Program is a good
example - Looks at national oversight of the aviation
security requirements
14What Is Audited?
- A major component of the National Program
- An airlines entire program
- An airports entire program
15Survey
- A survey is a review of a specific part of a
program for needs - Surveys can be done at national and airport level
- Looks at equipment, personnel, and procedures
necessary to do the task
16What Is Surveyed?
- Usually a specific part of a national or an
airport program - Major programs should be broken down to discrete
components
17Audits and Surveys
- Should have participation of all involved in the
program - NOT looking at individual performance
- Should be scheduled and all notified of when it
will take place
18Inspection
- Usually looks at very specific parts of airport
security programs - Determines if necessary personnel, equipment, and
procedures are in place to comply with program - Can be scheduled or no-notice

- Passenger screening
- Cargo security
- Hold baggage screening
- Airside access control

- An operational assessment of a very specific part
of a security program - Usually test procedures and personnel, but could
be test of equipment

- Tests of personnel and procedures must be
no-notice and realistic - Tests of equipment can be done at any time
- Both require preparation

23Why a National Quality Control Program?
- Demands national attention to the need for
audits, surveys, inspections, and tests - Insure standardized applications at all
international airports in the State - Allows data from all airports to be comparable
and analyzed for national trends - States were not doing it before
24Who Is Responsible?
- The national level of the Appropriate Authority
prepares, coordinates, and oversees the National
Quality Control Program - Should have considerable input from airports and
other concerned organizations
25What Should It Contain?
- An itemization of things that should be audited,
surveyed, inspected, tested, or reviewed - Standards for how each must be done
- A schedule for the above items
- A means to review that all have been done
according to the standards/schedule - Ability to analyze the results and make necessary
changes
26Creating the Program
- States are already doing many of these tasks, but
not systematically - National attention and direction is critical to
begin and maintain - Provides specific direction and detail to those
tasked
27National Compliance
- A strong program allows analysis of all
international airport security programs and
procedures - This will be a focus of the ICAO Audit teams
- Leads to increased aviation security

- Seek advice and guidance
- Assign to a specific individual as a long-term
assignment - Give program high-level exposure

- Understand that all programs can be made better
- Program reviewed annually with airports,
airlines, key personnel - Test, test, and test!
