Assessment procedures and criteria for
instructional and school administrators must be
primarily based on the performance of students
assigned to their classrooms or schools, as
appropriate.

The Assessment
  • Must be conducted for each employee yearly
  • Must be based on educational principles and
    contemporary research in effective educational
    practices
  • The assessment must use data and indicators of
    improvement in student performance assessed
    annually as specified in statute 1008.22
  • Student performance must be measured by state
    assessments required under statute 1008.22 and by
    local assessments for subjects and grade levels
    not measured by the state assessment program

The Assessment Criteria Must Include
  • Performance of students
  • Ability to maintain appropriate discipline
  • Knowledge of subject matter (special provisions
    should be followed for evaluating teachers who
    are assigned to teach out-of-field)
  • Ability to plan and deliver instruction including
    implementation of the middle grades (6,7,and 8)
    Rigorous Reading Requirement pursuant to state
    statute 1003.415 when applicable, and the use of
    technology in the classroom

  • Ability to evaluate instructional needs
  • Ability to establish and maintain a positive
    collaborative relationship with students
    families to increase student achievement
  • Other professional competencies,
    responsibilities, and requirements as established
    by rules of the state board of education and
    policies of the district school board

Remember All personnel must be fully informed
of the criteria and procedures associated with
the assessment process BEFORE the assessment
takes place!

REVIEW CYCLE Must Be Completed by April 30 and
Submitted to the Teacher Assessment Department by
Friday, May 4, 2007
Participant(s) must
Be tenured teacher(s) not identified through
previous evaluations or identified observations
of relevant data and/or classroom observations
to benefit from a comprehensive
evaluation. OR Not have been transferred to a
new assignment (change in subject or level) and
determined by the principal as needing the
comprehensive cycle.

REMEMBER Evaluators Responsibilities
  • Comprehensive Cycle
  • Phase I - within 80 working days (November 27,
    2006) must schedule annual contract teachers and
    tenured teachers whose birthdates fall within
    April, May, or June for the first classroom
    observation
  • Phase II within 121 working days (February 2nd,
    2007)
  • Phase III - Complete summatives by April 30 and
    submit to the teacher assessment division by May
    4, 2007.
  • Review Cycle
  • Unscheduled observation, instructional support
    performance conference, development of success
    plan (if needed), completion of summative with
    conference prior to April 30, 2006 - submit to
    the teacher assessment division by May 4, 2007.

SUCCESS PLAN
If a teacher fails to meet expectation on the
Formative, Instructional Support Performance
Conference Form, or summative, a success plan
must be written.
Remember to take into account whether the teacher
is assigned to an out-of-field position.
Teachers should be offered staff development
opportunities, curriculum resources, and other
available assistance and support.
Always provide the teacher with the opportunity
to give input on the plan under activities,
resources for assistance and/or timelines!!

ONLY ADDRESS THREE (3) AREAS PER PLAN
If the areas have different dates assigned in
Section G - remember to sign off and date each
one in Section H Both the administrator and
teacher sign date the plan when implemented and
when an area meets expectation!!!

  • If a success plan is written, observations,
    conferences and coaching sessions should be
    conducted throughout the comprehensive or review
    cycle until improvement is achieved
  • If improvement is not achieved by April 30, the
    summative should reflect the areas noted on the
    success plan and be addressed on a new success
    plan
  • Re-appointed annual contract teachers and tenured
    teachers who do not successfully complete the
    requirements on a success plan by the end of the
    school year may be continued on that plan for the
    following school year

  • Teachers who do not successfully complete the
    requirements on a success plan by the end of the
    year and are not annual contract teachers, can be
    continued on a success plan for the following
    school year. Please conference with the teacher
    and make any adjustments necessary

    success plan that continues into the following
    school year unless you plan on re-appointing
    them!!!
  • When a teacher does not successfully complete the
    success plan, indicate that additional assistance
    is required and contact the appropriate
    administrative

TEACHERS ON LEAVE AND TERMINATED TEACHERS
ADMINISTRATORS who have teachers leaving the
system prior to the completion of Phase I must
write an official letter on School letterhead
explaining the circumstances of why a yearly
evaluation cannot be conducted. Include the
reason for exit and last teaching day Do not
send e-mails or multiple names on one letter!
(Samples are in your handbook) (Pages Appendix
D-3, 4, and 5)

To Avoid Grievances Always.
  • Give the teacher a copy of any form or report
    which requires
  • their signature.
  • Remember to work within the teachers contractual
    year.
  • Make sure signature lines and dates are
    completed.
  • Never make changes to a form without the teacher
    present.
  • Each person should initial and date beside any
    changes.
  • Always provide the opportunity to conference and
    discuss
  • forms and reports.
  • Teacher should sign reports and forms. Their
    signature does not indicate agreement with the
    contents.
  • Permit teachers to submit a written response if
    desired.
  • Do not hold or change a summative after April
    30th.
