Powhatan Planning Funding Challenges An
Overview

Planning Commission
Every locality shall by resolution or ordinance
create a local planning commission in order to
promote the orderly development of the locality
and its environs. In accomplishing the objectives
of 15.2.-2200 the local planning commissions
shall serve primarily in an advisory capacity to
the governing bodies.

Major Responsibilities
  • Prepare and present a comprehensive plan for the
    development of the county
  • Zoning, Subdivision ordinances, and capital
    Improvement Plan (tools that implement the plan)

Comprehensive Plan
  • A long range plan for the development of the
    county
  • Current plan was adopted in 1998
  • To be reviewed, updated every 5 years
  • Since 1998, Rt. 288 opened, Watkins Center
    opened, Transportation Act of 2007

Capital Improvement Plan
  • A five year plan for infrastructure (projects
    costing more than 5K), schools, water and sewer,
    parks and recreation, libraries, fire stations,
    other public buildings, fire trucks, etc.
  • Unlike other counties, e.g. Chesterfield and
    Goochland, Powhatan does not include roads in the
    CIP (more on this later-)
  • The CIP implements the comprehensive plan

Affordability Of CIP
  • Powhatan uses the services of Davenport and
    Company, LLC to analyze debt affordability and
    debt capacity
  • Each year Davenport looks at the proposed CIP
    with the proposed 5 year projects identified by
    county departments and determines what amount
    can be layered in with existing county debt

Key Debt Policy Ratios
  • County uses 2 ratios for determining debt
    capacity Both have to be met
  • Debt as a percent of total assessed value and
  • Debt as a percent of the expenditure budget
    cant exceed 12 - this is the one that continues
    to limit capacity

Projected 5 Year Debt Capacity Davenport and
Company
  • Equals approximately 21 million
  • With restructioning/refinancing of existing debt,
    an additional 5 to 6 million can be added
  • Also, no new monies for debt service until 2012
    (2 cents in 2012, half cent in 2013)

  • Shows approved projects approx. 21
  • Total of all projects (funded and unfunded)
    presented to PC approx. 151
  • Affordability of CIP is a critical issue for
    Powhatan

  • Phase I to be completed by 2013 37m

CIP and County Roads
  • Roads are not included in the Capital Improvement
    Plan (Other counties Chesterfield, Goochland,
    etc. include roads).
  • VDOT has done 2 corridor studies at the countys
    request Route 711 Corridor Study Feb. 2006 and
    Route 60 Corridor Study Feb 2009
  • Both roads are extremely important to the county

Route 711 Study
  • Identified over 45 million short term,
    intermediate and long term improvements
  • Long term recommendations (by 2026) include
    widening of Rt.711 to a 4 lane divided roadway
    from Manakin Town Ferry Road to Rt. 288
  • Keeping 2 lanes - 2 lanes, 4 lanes - 4 lanes and
    linking land use decisions with transportation
    decisions MPO boundary

Route 60 Corridor Study
  • Identified short term, intermediate and long term
    improvements of over 173 million.
  • Long term recommendations are those that are
    intended to be implemented in 5 10 years
  • Includes widening of Rt. 60 from Chesterfield
    line to Scottsville Road to 6 lanes and widening
    to 4 lanes from Pocahontas Middle School to
    Cumberland

  • LOS is a qualitative measure of the operating
    conditions of a traffic stream on a
    transportation facility
  • Ranges from A to F like your report card in
    school, A is the best, F is the worst

  • 2005 data from VDOTs statewide planning system
    revealed 39 percent of the road segment miles
    tracked by VDOT in Powhatan County as being at a
    LOS D (approaching unstable) or are already
    unstable (E)

Roads

  • The cost of improvements to two roads, Routes 60
    and 711 total over 218 million,
  • What is the cost to improve the rest of our roads?

Proffers
  • County does not include roads in its proffer
    system (Chesterfield, Goochland, other counties
    do) Why?
  • Proffers are contributions by the development
    community to help mitigate the impact of new
    families on public facilities
  • In 2004, PC sent recommendation to BOS for road
    proffers nothing happened

Impact Fees
  • Impact fees were authorized for fast growing
    counties under the Transportation Act of 2007
  • Powhatan does not have impact fees

  • County withdrew from Cobbs Creek Proposed
    agreement was to meet future county water needs
  • Countys pro rata share was estimated to be 42
    million whats the alternative and its cost?
