2OIML Mutual Acceptance Arrangement
- Framework document adopted at the 38th CIML
Meeting in 2003 - Each category of the OIML Certificate System may
be the object of a Declaration of Mutual
Confidence (DoMC) - Participants in a DoMC may be
- OIML Issuing Authorities
- National Type Approval Authorities
- Participants accept to utilize OIML Test Reports
issued by participating OIML Issuing Authorities,
and additional test reports related to certain
specific national additional requirements.
3OIML Mutual Acceptance Arrangement
- Participants who issue test reports under a DoMC
shall declare their test capabilities and their
compliance with ISO 17025, using checklists. - Confidence is established
- either by accreditation (by a signatory of ILAC's
MRA), - or by peer assessment
- Accreditation and peer assessment will be based
on ISO 17025. - For each DoMC, a Committee on Participation
Review (CPR) will be established, review the
accreditations and monitor the peer assessments,
and report to Participants.
4OIML Mutual Acceptance Arrangement
The BIML will participate in the CPRs, ensure
consistency, try to solve eventual disputes,
record the capabilities of Participants and will
keep and publish a record of the test reports
issued under each DoMC. An additional staff
member will be recruited at the BIML from 1st
January 2005, to take care of the MAA
implementation.
5OIML Mutual Acceptance Arrangement
- Issuing Authorities will pay fees to the BIML for
balancing the costs resulting from its new tasks - a fixed annual fee (about 1200 ) for each
participation in a DoMC, - plus a fee (about 150 ) for each OIML
Certificate issued under the DoMCs - When a DoMC is signed
- participating Issuing Authorities will issue all
their OIML Certificates for this category
according to the rules of the DOMC, - after a transition period, non participating
Issuing Authorities will be delisted for this
category.
6OIML Mutual Acceptance Arrangement
- Declarations of Mutual Confidence will start with
the two following categories - R 60 Load Cells
- R 76 Non Automatic Weighing Instruments
- Bodies willing to be Participants (and specially
Issuing Authorities) will be invited to start
preparing their application, - A meeting will be organized at the beginning of
2005 to set up the Committees on Participation
Review and to prepare the signature of these DoMCs
7Developing Countries - JCDCMAS
JCDCMAS groups the OIML, Metre Convention, ILAC,
IAF, ISO, IEC,ITU-T, IMEKO, ITC and UNIDO. It
aims at promoting the consistency of technical
assistance in the fields of Metrology,
Accreditation and Standardization, and raising
the awareness of these issues. Various awareness
documents are being developed. A database on the
needs and offers of technical assistance is being
set up. The JCDCMAS Secretariat is held by the
IEC for 2004 and will be held by the BIML in 2005.
8Developing Countries - PWGDC
A Permanent Working Group on Developing Countries
(PWGDC) has been set up following the decisions
of the 38th CIML Meeting. This OIML Working
Group is chaired by Dr. Seiler (PTB) on behalf
ofPr. Kochsiek. This Working Group will address
all OIML issues related to Developing Countries,
with a special emphasis on launching very
practical actions. This WG will advise the OIML
President and the CIML.
9Developing Countries - Forum in Berlin
A Forum on Developing Countries will be organized
in Berlin on Sunday 25 October, in conjunction
with the other OIML Meetings. This Forum will
allow the presentation and discussion on the
needs and offers of technical assistance in legal
metrology. OIML Member States and Corresponding
Members will be asked to send the BIML a
description of their needs and offers, according
to templates which will be provided. This
information will be displayed on posters and will
then be kept updated on the OIML web site.
10Developing Countries - Expert reports
A report on the verification of commercial
weights (by Dr. Gupta, India) has been finalized
and is available on the OIML web
site(publication E 3). A report on the
statistical basis of prepackages control (by Mr.
Duran, France), has been published on the OIML
web site (publication E4) in French language.
English translation will be available as soon as
possible. The Bureau has sent an inquiry to
Member States and Corresponding Members about the
needs for similar technical papers which experts
may be asked to produce. The Bureau will then
hire recommended experts to undertake the
development of such papers which will be
published by the Bureau.
11Mutual Information
An Information Letter has been started in January
in order to provide Members with better
information on the life of the Organization.
Three issues of this letter have been posted up
to now. This Information Letter may be downloaded
from the Member's pages of the OIML web
site. The BIML will shortly send an inquiry to
Members and Corresponding Members about the state
of implementation of OIML Recommendations. On
this occasion, the Bureau will collect
information on existing translations of OIML
publications in different national languages, and
will make this information available to all
Members.
12Progress of some key OIML work
R 46 Electricity meters (revision) is
progressing, in liaison with the IEC. Some
differences of approach are being discussed. R
49 Cold water meters, parts 2 and 3 are about to
be published R 52 Hexagonal weights (revision)
is being published R 61 Automatic gravimetric
filling instruments (revision) is being
published R 76 NAWIs is under revision R 87 Net
content in prepackages (revision) is being
published

R 99 Exhaust gas analysers (revision) is being
published R 111 Weights (revision) is being
approved by CIML postal vote R 126 Breath
Analysers is being revised. A first Committee
Draft should be sent to TC 17/SC 7 before
summer D 1 Law on Metrology (revision) of is
about to pass the stage of TC 3 and to be
submitted to CIML Members for approval. This
revision has been conducted in liaison with the
Metre Convention and ILAC. D 11 Electronic
devices (revision) is being submitted to CIML
approval Work on software in measuring
instruments is progressing in TC 5/SC 2
14General developments
In order to better promote the use of OIML
publications, it is proposed that all OIML
publications (except joint publications with
other organizations) will be available free of
charge on the OIML web site from 2005. No paper
versions will be produced. The OIML web site has
been provided with on-line facilities for
consulting databases of Members' addresses and of
publications. This will shortly be extended to
consultation of TCs/SCs data (membership,
projects, etc.), to consultation of OIML
Certificates and to other issues. This web site
will shortly include interactive web pages which
can be used as forums for TCs/SCs, working
groups, etc. These pages will allow their
administrators to upload working documents and
participants to upload comments and contributions
and to consult them on line.
