Background
  • India now an increasingly urban country
  • Growth in coming 20 years primarily in the cities
    of India
  • Karnataka would have 50 of its population in
    Urban areas by 2026
  • 3.4 crores out of total of 6.8 crores
  • Urban issues are becoming increasingly important

Cities of India their Governance
  • Cities are engine of economic growth
  • Cities are having governance structures which
    were developed long time back
  • Challenges of today require a relook
  • Timely to deliberate on Urban Governance
  • 74th CAA has give more powers and
    responsibilities as the third tier of Govt

Capacity Building in the Cities
  • Capacity Building to ensure that
  • City Governments are equipped to handle modern
    day challenges
  • Financial strengthening
  • Administrative strengthening
  • Local representatives can comprehensively
    understand key issues facing the City, their
    solutions
  • and become more accountable to people
  • The citizens are able to understand City
    functioning
  • and effectively engage with the Civic bodies to
    get things done

Administration system in cities
  • Administrative structure in most cities
  • Rooted in the old times
  • Not able to respond to challenges of
  • Increasing waste
  • Increasing road traffic
  • Increasing land prices, and tendency to encroach
  • Demanding citizenry - RWAs, RTI Act
  • Insufficient staff
  • no increase in supervisory and managerial staff
  • No exposure to best practices worldwide

Financial Position
  • Financially, the capacity of most of the urban
    local bodies is limited.
  • Limited Taxation powers
  • Within the existing taxation powers also, poor
    collection efficiency
  • Poor budgeting system
  • Poor Accounting systems
  • Poor project monitoring systems
  • All of these need to be addressed urgently

    issues and implementation
