    EU did not transmit them on time
  • There were no properly prepared analyses
    (environmental impact, cost-benefit, etc)
  • The additional transmission of documents to
    Brussels became a common practice

    was signed, works started at spring 2004
  • Edition of new PRAG caused a delay of 2-3
    months at tendering.
