3Amendments are Required
- Whenever a CLEC has an existing Interconnection
Agreement and the product you are interested in
is not in your Agreement. - Amendments identify the Product Description,
Terms and Conditions and Rates for a product. - The Amendment and New Product Questionnaire drive
the implementation of USOCs and Rates in the
Qwest systems, allowing for ordering and billing.

4The Act
- Sec 251(c)(1) Duty To Negotiate The duty to
negotiate in good faith in accordance with
section 252 the particular terms and conditions
of agreements to fulfill the duties described in
paragraphs (1) through (5) of subsection (b) and
this subsection. The requesting
telecommunications carrier also has the duty to
negotiate in good faith the terms and conditions
of such agreements. - Sec 252 (a)(1) Voluntary Negotiations the
agreement shall include a detailed schedule of
itemized charges for interconnection and each
service or network element included in the
agreement

- Resulting language from 271 Workshops
- Sec 1.7 once this SGAT becomes the
Interconnection Agreement between CLEC and Qwest,
this Agreement can only be amended in writing,
executed by the duly authorized representatives
of the Parties. - Sec 1.8 Because this SGAT is Qwests standard
contract offer, CLECs with a current
Interconnection Agreement may opt into, through
Section 252(i) of the Act, any provision of the
SGAT by executing an appropriate amendment to its
current Interconnection Agreement.

6Amendment Process
- CLEC contacts Sales Executive and requests an
additional service or network element be added to
Interconnection Agreement - Sales Executive partners with CLEC on
Questionnaire and Contract Amendment - Qwest contract people extract the standard terms
and conditions and rates from the latest SGAT to
generate an amendment for that service or network
elements - Amendment sent to CLEC for signature
- CLEC signs and returns to Qwest for execution or
requests negotiations - CLEC completes appropriate Questionnaire
information

allow CLECs who have opted into the SGAT or this
provision to submit the Advise Adoption Letter
and Interim Advise Adoption Letter Processes
