21st Meeting of Ministers of Conference for
Planning adopted in May 1995 Resolution 795 (XXX)
Building Africa's Information Highway22nd
Meeting of ECA Conference of Ministers adopted
in May 1996 Resolution 812 (XXXI)
Implementation of the African Informaion
Society Initiative"
Background
4
AISI is
  • Regional framework for ICT development
  • endorsed by the 1996 OAU HoS Summit (Yaounde)
  • welcomed during the G71 Denver Summit in 1997
  • Designed to address Africas economic and social
    development challenges
  • AISI is
  • a vision for ICT development in Africa
  • series of sector applications defined according
    to Africas priorities (including
    e-Government)
  • an implementation process, with evaluation of
    results impact
  • synergies created through open partnerships

5
Developing ICT Indicators
  • Reliable statistics help policy makers formulate
    strategies, monitor and assess them
  • Advisory Board on Statistics in Africa (ABSA)
meeting of May 2004 recommended ECA should
cooperate with the NSOs to begin the collection
of statistics on ICTs using a harmonized
    framework

6
  • Outcome of WSIS Phases I and II
  • Objectives
  • develop a common set of core ICT indicators
  • Enhance the capacities of NSOs
  • Develop a global database

7
Addressing African Development Challenges
  • We need to address this basic question
  • How to address the developmental challenges of
    African countries and accelerate their
    socio-economic development process through the
development, deployment and exploitation of ICTs
  • It is not just about ICTsis more about
facilitating the development process to transform
    the socio-economic outcomes of households,
businesses and impact on government operations.
  • There is thus need to address the impact of IS/KE
    on households, businesses and government
  • ? We will not propose a basket of indicators
but propose a framework for identification
    selection

8
On a Methodological Framework
  • The proposed methodological framework should in
broad terms address issues relating to the
  • linking of the indicators development system and
process to national ICT4D policy development
process within African countries, eg.the NICI
    process
  • identification and development of suitable
    baseline/e-readiness and IS impact assessment,
    measurement and monitoring indicators and
  • development of suitable core indicators targeted
    at benchmarking, measuring and assessing
    effectiveness and impact of government
    information systems, technology and operations.

9
Indicators and the NICI Process
THE BASE/CASE
provide basis and make case
guide policy formulation
THE WHAT..?
guide the development and target setting
THE HOW..?
monitor, assess, measure progress and impact

  • size
  • capacity
  • spread coverage
  • degree and level of deployment
  • Other ICT resources
  • capacity
  • spread coverage
  • degree level of deployment

13
On Methodology and Approach
  • For each of the specific themes and indicators
    need to decide on the
  • purpose/type of the indicator
  • relevant information to be collected/gathered
  • possible sources of the relevant information to
    be gathered
  • methods to be used for obtaining or gathering the
    required information
  • relevant types of questionnaire to be used in
cases where a postal survey or a face-to-face
    interview is required and
  • format in which the information gathered as per
each indicator is to be presented or summarized.

14
Use of ICTs in Government
  • ECA was entrusted to coordinate development of
    e-Government indicators in the Partnership
  • Based on various key functions of ICTs, 8 (non
limitative) areas are proposed for use as a
starting point for defining an exhaustive list of
e-Government themes / indicators for Africas
    input in the Partnership

15
E-Gov Themes

  • To be delivered through web sites, kiosks,
    radios, telephones, palm top, etc

24
Example on Infrastructure Development in
Government
25
Example 1 - Status Indicators
Government Administration and Service Delivery
E-Government
Indicators on the level of deployment and
exploitation of ICTs within Government
Ministries, Department, and Public Agencies and
Establishments.
Example Baseline/Status Indicators
  • No. and Percent of Govt. MDAs with Internet
    Connection
  • No and Percent of Govt. MDAs with corporate
    networks
  • No. and Percent of Govt. MDAs with Web Sites
  • Percent of Govt MDA that implement E-Gov
Systems (e.g. Back office systems etc)
  • Percent of Govt MDA providing services online
  • Percent of ICT personnel (per total staff) in
    Govt MDAs

26
Example 2 - Assessing the Measuring Targeted
Impact of the IKE Impact on Government
Performance Outcomes Indicators
  • Productivity Levels
  • Operational Efficiency Levels
  • Service Delivery Improvement Levels
  • Reduction in Corruption Level
  • Reduction in Inefficiency Levels
  • Level of Computerization
  • E-Gov Service Delivery Performance Index/Rating

GOVERNMENT
  • Govt. MDA ICT Access Levels
  • Govt. MDA ICT Ownership Levels
  • Govt. MDA Level of ICT Penetration
  • Govt. MDA ICT Deployment Levels
  • Govt. MDA ICT Production Levels
  • Govt. MDA ICT Usage Levels

ICT Access Usage Outcomes Indicators
27
Usage to be made of the indicators
  • Starting point for a regional report on
    e-Government readiness in Africa
  • The Technology in Government in Africa (TIGA)
Awards to be launched in April 2007, in
cooperation with the Government of Canada

28
Conclusion
  • Participants are expected to make recommendations
for a preliminary list of themes / indicators for
making Government services available through ICT
    in the African countries.
  • This would be one of Africas key contributions
to the measurement of the Information Society
    within the Partnership.
