- Regional framework for ICT development
- endorsed by the 1996 OAU HoS Summit (Yaounde)
- welcomed during the G71 Denver Summit in 1997
- Designed to address Africas economic and social
development challenges - AISI is
- a vision for ICT development in Africa
- series of sector applications defined according
to Africas priorities (including
e-Government) - an implementation process, with evaluation of
results impact - synergies created through open partnerships

- Reliable statistics help policy makers formulate
strategies, monitor and assess them - Advisory Board on Statistics in Africa (ABSA)
meeting of May 2004 recommended ECA should
cooperate with the NSOs to begin the collection
of statistics on ICTs using a harmonized
framework

7Addressing African Development Challenges
- We need to address this basic question
- How to address the developmental challenges of
African countries and accelerate their
socio-economic development process through the
development, deployment and exploitation of ICTs - It is not just about ICTsis more about
facilitating the development process to transform
the socio-economic outcomes of households,
businesses and impact on government operations. - There is thus need to address the impact of IS/KE
on households, businesses and government - ? We will not propose a basket of indicators
but propose a framework for identification

8On a Methodological Framework
- The proposed methodological framework should in
broad terms address issues relating to the - linking of the indicators development system and
process to national ICT4D policy development
process within African countries, eg.the NICI
process - identification and development of suitable
baseline/e-readiness and IS impact assessment,
measurement and monitoring indicators and - development of suitable core indicators targeted
at benchmarking, measuring and assessing
effectiveness and impact of government
information systems, technology and operations.

13On Methodology and Approach
- For each of the specific themes and indicators
need to decide on the - purpose/type of the indicator
- relevant information to be collected/gathered
- possible sources of the relevant information to
be gathered - methods to be used for obtaining or gathering the
required information - relevant types of questionnaire to be used in
cases where a postal survey or a face-to-face
interview is required and - format in which the information gathered as per
each indicator is to be presented or summarized.

limitative) areas are proposed for use as a

making Government services available through ICT
in the African countries. - This would be one of Africas key contributions
to the measurement of the Information Society
within the Partnership.
