- Actively participate in the CCM and encourage
priority consideration for child- and
adolescent-focussed actions - Provide technical support for the development of
good quality proposals in the areas responding to
UNICEF MTSP priorities - Strengthen systems and capacities to monitor and
report on the implementation and results of
GFATM-funded activities. - Make necessary adjustments to the UNICEF country
programme to better facilitate the successful
implementation of activities to be scaled up with
support from the GFATM. - Provide of procurement services to the Principal
Recipients
4Area 1. Actively participate in the CCM and
encourage priority consideration for child- and
adolescent-focussed actions
- UNICEF is actively involved in the formation and
operationalisation of CCMs and Technical expert
groups under CCM - Provided technical assistance to Governments in
the development of CCM TORs/ Guidelines and
defining the roles and responsibilities of CCMs
and it's individual members - Supported partnership development around national
AIDS programmes and national strategic planning
processes - Advocated for direct participation of youth in
HIV/AIDS prevention and care programmes, life
skills education and inclusion of traditional and
religious leaders in GFATM processes
5Area 2. Provide technical support for the
development of good quality proposals in the
areas responding to UNICEF MTSP priorities
- Almost all UNICEF Country Offices in EAP region
participated in the development of the Global
Fund proposals starting from R1 to R7, including
on-going RCC. - Mobilised in-country and external technical
assistance and provided technical support to
national institutions in the areas of PMCT, OVC,
VCT, Life Skills Based Education, Behaviour
Change Communication. - Some of our staff members were seconded or they
spent considerable amount of their time (up to
50) for the proposal development process
6Area 3. Strengthen systems and capacities to
monitor and report on the implementation and
results of GFATM-funded activities.
- Supported PRs for common approaches to monitoring
and evaluation, national plans and coordinating
mechanisms in line with the Three Ones principle - Supported PRs and SRs for data collection,
analysis and timely reporting to the CCM and
GFATM - UNICEF is Sub-Recipient in Mongolia
- Organised joint monitoring and evaluation field
visits to the project implementing sites
7Area 4. Adjustments to the UNICEF country
programme to better facilitate the successful
implementation of activities to be scaled up with
support from the GFATM.
- UNICEF country offices started to adjust their
HIV/AIDS programmes in order to avoid
duplication and overlapping of efforts
concentrating more on gaps which are not covered
by the GFATM supported projects - Recourse mobilization from other external and
internal UNICEF sources is actively undertaken to
ensure additionally and sustainability of GFATM
projects
8Area 5. Provision of procurement services
- Country Offices are providing procurement
services to Principal Recipients for ARVs, STI
drugs, tests and malaria-related commodities - UNICEF provides support in improving logistics
and supply chain - Procurement statistics EAPRO region procurement
services for GF ATM, HIV/AIDS and Malaria

9Challenges
- Proposal development is a collective effort, but
not actual implementation, coordination,
monitoring and evaluation - UNICEF and other UN agencies are playing role of
rescue forces in times of crisis - Absorptive capacity of PRs and SRs remains to be
weak and it might negatively affect the overall
implementation - Human resource availability of PRs is still scant
resulting in the increased overload of
Government staff and they tend to concentrate on
GFATM supported projects but other ones
10Recommendations
- As per agreement between GFATM/UNICEF/WHO
collaboration should focus on one or two poor
performing countries where the technical skills
of the three organisations would be used to
demonstrate success in overcoming the identified
barriers. - Children and adolescents affected or made
vulnerable by HIV/AIDS should be specifically
identified as target groups in the GFATM
proposals - Technical support should be provided to CCM in
order to strengthen its role, coordination/integra
tion with national programmes, supervision and
monitoring of implementation - Capacity building of PRs and SRs should be an
integral part of the proposal and the
implementation as well as ME process
