• This is not only that you need it for the

• This gives good opportunity to describe
  methodology used for the process and the document
• It is more easy for reader to understand
• What is more important it gives idea for
  everybody who participates in the development
  about main criteria used for setting the document
• Can be very short but would be good if it would

General criteria

• actions to remediate immediate threats to human
  health (addressing first most polluted places,
  most polluting industries, places with bad
  drinking water quality, bad air quality etc.)

• actions, which have broad social impact (large
  agglomerations, where actions would bring
  benefits for large number of people,
• economic benefit. Actions which bring bigger
  environmental improvement expected to be achieved
  for a given investment
• quick implementation. Actions for which is
  existing capacity to implement, given human and
  technical resources already in place
• actions related to implementation of
  international cooperation objectives and
  obligations, in particular related to EU
  accession
