The Amendment Process

• Amendments must be approved at both the national
  and state levels.
  
• First, approved nationally in Congress then
  proposed to the states if it has been approved by
  2/3 vote in both the Senate and the House or
  
• National convention, or assembly by 2/3 of the
  states legislature. Never used.

Ratification by the states.

• Approval by ¾ of the nations state legislatures
  or (usual)
  
• Approval by special conventions in ¾ of the
  states. Congress chooses the method.
  
• Key? Why is having a formal amendment process
  important?

The Debate in Congress

• Madison worked for Bill of Rights.
• Wanted list of rights to be with the Articles.
• Congress voted to put it at the end.
• December 15, 1791, states ratified the 10
  amendments.
