The Steel Mill

• An engineer was is to inspect a steel mill.
• The plant is believed to be unsafe.
• If the mill closes many jobs are lost.
• If the mill stays open many jobs in a high
  unemployment area can be kept.

Structural Audit

• It will cost a lot of money to keep the mill
  open.
• If it is closed they will get money for the real
  estate.
• An engineer is sent to do a structural audit.
• He is told to find reasons to shut down the mill.

Dilemma

• The plant is in bad condition, however, it has
  been well maintained.
• The engineer cant find a reason to shut it down
  because it passed the OSHA regulations.
• The engineer wants to write a truthful report but
  his employers want him to say it is unsafe.

Decision

• On the way home the engineer began to think about
  what his duty was.
• Make sure people dont lose their job?
• Just do what he is told?
