Disability
  • Under the Disability Discrimination Act 1995
    (DDA), a disability is a physical or mental
    impairment that has a long-term or substantial
    effect on a persons ability to carry out day to
    day tasks.

Types of Disabilities
  • Visual Impaired
  • Hearing Impaired
  • Physical disabilities
  • Mental Retardation

Visual Impaired
  • A level of vision that with standard
    correction hinders an individual on the visual
    planning and execution of tasks, but which
    permits enhancement of the functional vision
    through the use of optical aids and environmental
    modification or techniques.

Hearing Impaired
  • Like visual disabilities hearing impairment is
    subjective. It can range from mild impairment,
    which includes hearing sounds faintly, hearing
    only certain frequencies and being unable to hear
    those sounds clearly, to profound deafness. Even
    the mildest hearing loss can decrease language
    development and ability to communicate.

Physical Disabilities
  • Physical disabilities involve either loss of
    physical movement, or a weakness or change in
    normal motor control. Some physical disabilities
    are present at birth (congenital) or are acquired
    due to illness, accident, or unknown causes.

Mental Retardation
  • Mental retardation means a persistent
    psychological or psychiatric disorder, or
    emotional or mental illness. Types of psychiatric
    disabilities include depression, attention
    deficit disorder (ADD), schizophrenia, bipolar
    disorder, and obsessive-compulsive disorder
    (OCD).

National Policy Of Pakistan for Rehabilitation of
the Disabled
  • The declaration by the United Nations of
    1983-1992 as the Decade of the Disabled brought
    into focus the long existing need to formulate a
    national strategy to tackle the problems of the
    disabled and handicapped of all categories and
    descriptions. The National Policy for
    Rehabilitation of the Disabled was thus conceived
    in December 1986 by the Ministry of Health,
    Special Education and Social Welfare, and this
    was in fact the first policy on special education
    in Pakistan.

National Policy Of Pakistan for Rehabilitation of
the Disabled
  • The most recent Policy on Special Education
    was formulated by the Government of Pakistan in
    1999. The National Policy for Special Education
    (1999) recognizes that the process of
    rehabilitation for many people with disabilities
    is an on-going one. It stresses also that public
    attitudes to the disabled need to be changed and
    the media can play an important role by
    portraying the disabled in a positive light and
    highlighting the successes of persons with
    disabilities.

National Policy Of Pakistan for Rehabilitation of
the Disabled
  • The National Policy (1999) also proposes certain
    fiscal concessions to be made for the disabled as
    well as providing them with legislative support.

International and National Efforts
  • The World Bank in Pakistan is working on a
    variety of fronts aimed at improving service
    delivery and influencing a national dialogue on
    disability rights. World Bank activities to date
    in the area of disabilities include supporting
    the government in the launch of a National Policy
    for Persons with Disabilities implementing the
    Small Grants Program, which supports civic
    engagement in the area of disabilities and
    assisting the government prepare for a pilot to
    bring children with mild to moderate disabilities
    into regular schools.

  • Most recently, the Bank has been working in
    partnership with the Ministry of Social
    Welfare and Special Education on a Draft National
    Plan of Action for Persons with Disabilities
    which complements the National Policy. The Bank
    supported Pakistan with a US40 million credit to
    fight polio and is preparing another US54
    million credit in 2005-2006.

  • Fifty years is a brief period in the life of
    a country. Pakistan is still struggling to define
    its identity as a nation. In this brief period
    Pakistan has military rule for the third time. It
    could say that change is slow to take place, but
    some progress towards meeting the needs of the
    persons with disabilities in Pakistan does seem
    to have occurred.

Brief Introduction
  • Under Disabled Persons (Employment
    Rehabilitation) Ordinance-1981 quota for
    employment of persons with disabilities was fixed
    at 1 for public and private sector.
  • To serve as a bridge between persons with
    disabilities and employers and to train and
    prepare persons with disabilities for various
    jobs, the Lahore Chamber of Commerce Industry
    (LCCI) decided in 1996 to establish an Employment
    Cell for Disabled with Mr. Muhammad Pervaiz Malik
    as its convener.

Establishment Of NGO
  • In order to further expand the operational scope
    supporting the cause of disabled, it was decided
    to establish an independent NGO under the
    patronage of the LCCI. Accordingly the Lahore
    Businessmen Association for Rehabilitation of
    Disabled was registered with the Social Welfare
    Directorate, Government of the Punjab in December
    2000 with Mr. Muhammad Pervaiz Malik as its first
    President.

Establishment Of NGO
  • A 25-member Governing Body elected every 2 years
    by the General Body runs the NGO. The President
    of the LCCI is ex-officio Patron-in-Chief and
    LCCI Senior Vice President an ex-officio member
    of the Governing Body. All operations of the NGO
    are run under policies of good governance and
    with complete transparency. The Governing Body
    members provide their time, efforts and resources
    without receiving any benefit whatsoever from the
    NGO.

    their own livelihood and to work towards
    resolution of their socio-economic issues
    involving accessibility, accommodation and equity.

Medical Treatment, Supply of Prosthesis and
Cornea Replacement.
  • Undertaking medical assessment and treatment
    through doctors of highest standards providing
    volunteer services. In addition, we use a number
    of local medical practitioners and hospitals. We
    also provide free medicines to those unable to
    afford this cost.
  • From late 2004,we are providing free cornea
    replacement in association with Sardar Eye
    Hospital Lahore.

  • Counseling Guidance Psychological treatment
    and counseling processes help persons with
    disabilities to overcome inhibitions, emotional
    stresses and strains, lack of self-confidence
    and, speech defects etc. In addition to
    motivating them to face challenges in future
    life. Discussions also lead to selection of a
    career most suitable to an individual. Counseling
    is also provided to parents, peers and employers
    etc.

  • Vocational Training Skills-enhancement
  • Programmes
  • Technical vocational courses of various
    levels are arranged with a host of institution's
    depending on the background of each individual.
    Apprenticeships/internships are also arranged.
    The objective is to bring them at par in
    competence and productivity with able-bodied
    persons at the workplace.

  • PlacementOnly employment or self-employment
    rehabilitates people. Our ultimate aim,
    therefore, is to find work opportunity for every
    person with disability registered with us,
    compatible with education, experience and
    training in the relevant field. For those unable
    to take up fruitful employment, funds and
    guidance are made available to support
    self-employment.

    to minimize disengagement.

    and working to remove discrimination against
    persons with disabilities and facilitating
