    mitigation initiatives and focuses on community,
    infrastructure, environment, and the economy

  • Draft Federal legislation that provides a
    strategy, leadership, and funding for local
    government response to climate change (PCAP)
  • Establish leadership at all levels that provides
    interagency integration and coordination

  • Implement a comprehensive national public
    education and civic engagement strategy (PCAP,

  • Conduct a series of national (or state) summits
    with diverse, non-political, community
    organizations
  • Implement a pre-K through 12 teacher credential,
    train-the-trainer program
  • Create climate change brand and messaging
    campaign to be used by localities to educate and

  • Establish a national volunteer service corps for
    local community civic engagement, focused on
    implementing risk reduction and emergency
    preparedness
