  • LAAs rely on each of our contributions coming
    together
  • National Indicator Set offers founding framework
  • But opportunities of new LAA extend beyond the
    set
  • DHs new business model will change to reflect
    the demands of this new agenda
  • Key opportunities follow for each of us in each
    element of the Local Government and NHS
    performance frameworks ensuring they join
    effectively in each locality

The new LAA Framework
  • 198 national indicator set out in new National
    Indicator Set
  • up to 35 priorities selected by partners (with
    GOs)
  • 17 DCSF additional statutories
  • Things that matter to partners
  • LAAs negotiated by GOs by June 2008
  • CAA thereafter

  • Named partners in Bill (inc PCTs, FTs, NHS
    Trusts)
  • Duty to co-operate

  • Creating shared priorities for places

  • New duty of joint strategic needs assessment

The new DNA of Government
  • Local Government is proving itself.
  • Significant growth in trust of LAs to deliver.
  • Fewer targets. Local choices of indicators will
    reign supreme.
  • Given the context of challenge in delivering
    improved adult social care LAs rightly expecting
    improved quality of negotiation through LAA
    process.
  • New opportunities for Local Government and its
    partners to inform policy and development at
    local and regional level.

LAA indicators
  • Carl has clarified the key indicators of the NIS
    across adult social care
  • Hilary has clarified the relevance of the
    National technical consultation to confirm the
    final set
  • DH intends to work closely with Brighton Group
    and further interested partners to enhance its
    contribution to the NIS with our partners
  • New dedicated post in DH to take forward this
    agenda

How each LAA will be negotiated
  • DH will continue to support GOs in their
    negotiating responsibilities for each LAA
  • DH is currently strengthening its regional
    presence
  • From next year DH will include enhanced capacity
    and capability across its adult social care
    business
  • Regional protocols for each English region now
    clarify the process and supporting contribution
    for negotiation upto June 2008

DH steps to strengthen its regional presence
  • CSIP and CSCI are currently making essential and
    welcome contributions to LAA process
  • From 2008/9, DH is strengthening its capacity in
    each GO to include new regional leadership
    function across adult social care business
  • Improved regional capacity and capability vital
    to new social care transformation programme
  • Ministers keen to outline key next steps on
    social care transformation by the end of this
    year
