ENHANCING ACCESS TO RESEARCH INFRASTRUCTURES Acce
ss to major research infrastructures is
increasingly indispensable for researchers
working at the forefront of science. The ability
of European research teams to remain competitive
with teams elsewhere in the world depends on
their being supported by such state-of-the-art
infrastructures.   The term "research
infrastructures" refers to facilities and
establishments that provide essential services to
the research community. It covers, for example,
singular large-scale research installations,
collections, special habitats, libraries,
data-bases, integrated arrays of small research
installations, as well as infrastructural centres
of competence which provide a service for the
wider research community based on an assembly of
techniques and know-how.   As most of the major
research infrastructures in Europe are operated
by national authorities principally for the
benefit of their national researchers, access to
these infrastructures is often restricted largely
or even entirely to national research teams. The
result is that researchers do not always have the
opportunity to access the infrastructures in
Europe most appropriate for their work. In
addition, some scarce state-of-the-art
infrastructures owned by industrial companies
tend to be closed to researchers working outside
the company.   Another feature of Europe's
research infrastructures is the relatively low
level of trans-national cooperation that exists
between infrastructure operators in many fields.
A strong Community added-value would arise if the
same culture of cooperation could be created
among infrastructure operators as is now
beginning to exist between Europe's
researchers.

ENHANCING ACCESS TO RESEARCH INFRASTRUCTURES In
the context that the construction and operation
of infrastructures is the responsibility of
national authorities, the action "Enhancing
Access to Research Infrastructures" has the
following general objectives   to sponsor new
opportunities for trans-national access to major
research infrastructures of Community-wide
interest   to stimulate infrastructure operators
and users to work together in order to make more
effective use of research infrastructures and
hence to improve the service they provide to the
scientific community   to arrange coordinating,
supporting and accompanying actions that ensure
consistency with related actions undertaken in
other specific programmes.   The action will be
implemented through a scheme to help researchers
with "Trans-national Access to Major Research
Infrastructures". "Infrastructure Cooperation
Networks" "Research Infrastructure RTD
Projects Round Tables, Study Panels and
Exploratory Workshops

INFRASTRUCTURE COOPERATION NETWORK The objective
is to catalyse the self co-ordination and the
pooling of resources between infrastructure
operators in order to foster a culture of
co-operation between them, to generate critical
mass for research into higher performance
techniques, instrumentation and technologies, to
spread good practice, to promote common protocols
and interoperability, to encourage
complementarity, and to stimulate the creation of
distributed and virtual large
facilities. Participants are the operators of
research infrastructures, research teams in
universities, in research centres and in
industry, representatives of users of
infrastructures, and equipment manufacturers.

TRANS-NATIONAL ACCESS TO MAJOR RESEARCH
INFRASTRUCTURES The objective is to sponsor new
opportunities for research teams (including
individual researchers) to obtain access to the
major research infrastructures most appropriate
for their work, irrespective of where in the
Member sates or Associated States they or the
infrastructure is located. This scheme is
intended to be of particular significance to
researchers working in regions of the Community
where few such research infrastructures exist.

RESEARCH INFRASTRUCTURE RTD PROJECTS The
objective is to support co-operative research
efforts that could have widespread significance
at a Community level for enhancing access to and
improving the service provided by infrastructures
in a particular field. Such RTD projects will be
particularly encouraged when they are in support
of the work of the infrastructure co-operation
networks of this programme. Participants are
operators of research infrastructures, research
teams in universities, research centres and
industry, and equipment manufacturers.

ROUND TABLES AND STUDY PANELS Round Tables
will bring together in groups the operators of
similar infrastructures financed by the Programme
for the purpose of co-ordinating work under the
contracts in order to exchange experience, to
expand the research efforts of individual
contractors so as to reach a critical mass, and
to interact with representatives of users. Study
Panels will explore the possible role of the
programme in relation to specific classes of
research infrastructure or specific research
areas.

decisions on research infrastructures are matters
for national and other research organisations and
only the very large facilities involve
inter-governmental decisions (Reinder van Duinen,

MISSIONS for EUFAR CO-ORDINATION The
benefits/drawbacks ratio becomes attractive only
if modern and efficient communication
management tools are made available to the actors
for reducing actual and cultural distance
(tele-science). EUFAR can be successful if clear
and realistic plans are submitted to the
institutions, if a balanced distribution of tasks
is suggested to the operators, and if access to
the facilities is simple for the users and
perceived as equitable. The specificity in EUFAR
Aircraft are flying! It can be easier for the
aircraft to fly close to the user, than for the
user to move to the aircraft, as necessary for

WP1 Network Co-ordination and Joint call for
Proposal Objectives Publish a joint call for
proposal and co-ordinate the network. Establish
rules for access to the aircraft of the fleet,
including accompanying services. Co-ordinate the
operations of the Network during the 4 years of
the programme. Description of work Each operator
will prepare a description of his own aircraft
access rules and information about aircraft
performances, to be provided to the JPA. The JPA
will synthesize the various contributions and
prepare a document for the negotiation between
operators for allocating trans-national flight
time. After launch of the first JCP, the
activities will be focused on the general Network
co-ordination. Deliverables A document (JCP)
presenting aircraft performances and the rules
for cost evaluation of a field experiment, to be
distributed within the European scientific
community of potential users.

WP2 Proposal Evaluation and Flight Time
Allocation Objectives The JSC evaluates the set
of proposals and their reviews by experts. The
JSC allocates flight time according to the
aircraft availability and the conformity of the
requested sampling strategy with respect to
aircraft performances. Description of work The
JPA analyses and prepares a synthesis of the
proposals, and a schedule of aircraft occupation.
At the Allocation Meeting, the JSC evaluates the
proposals and makes recommendations to the
funding committees for allocation of aircraft
use. The JPA monitors each project and reports on
its achievement. Deliverables Recommendation
reports of the flight Allocation
Committee, Evaluation report on the
accomplishment of the first set of proposals.

WP3 Distributed Infrastructure of Experts in
Airborne Measurements Objectives Organise
specialized workshops on development of new
instruments and harmonization of experimental
procedures for instrument calibration, data
processing, validation and distribution.
Description of work This package is intended to
improve the cost/effectiveness of the operators
and the quality of the service to the scientific
community. Cost/effectiveness will be improved by
reducing the duplication of new developments
among the operators. The quality of the service
will be increased by sharing expertise and
harmonizing the procedures for instrument
calibration, airborne measurements and data
processing. Deliverables Reports of the expert
workshops and recommendations.

WP4 Joint Proposal for a large Scale
Facility Objectives To identify the priorities
of the scientific community for a large scale
facility and prepare a proposal to the EU and the
national funding agencies for its
development. Description of work The JSC will
prepare a synthesis of the scientific demand in
terms of aircraft performances and a prospective
of the environmental research themes for the next
10 years. A workshop largely open to the European
community of aircraft users will be organized to
report to a large audience the preliminary
conclusions of the prospective. A proposal will
be prepared to invest into a joint European Large
Scale Facility and submitted to the European
Commission and the National funding agencies.
Deliverables A report on the scientific demand
and prospective, and a proposal for investment in
a Large Scale Facility.
